Summary

Do you have experience supervising trades and technical staff in the operation, maintenance, repair and renovation of facilities and utility systems, building systems, and equipment? If so, consider joining our amazing team with the NIH, Office of Research Facilities (ORF), Division of Technical Resources (DTR), Utilities Generation Branch (UGB)! You will serve as the Chief of the Utilities Maintenance and Operations Section within the NIH Central Utilities and Cogeneration Plant.

As a Supervisory Facility Operations Specialist in the Central Utilities Plant (CUP), you will:

  • Plan, supervise, and coordinate all work requirements and projects to maintain NIH CUP buildings.
  • Oversee CUP facility management resources to include personnel, service contracts, financial programs, space utilization and information resources.
  • Provide technical expertise for major or emergency repairs, alterations, or replacements of NIH CUP facilities and of normal contract repairs as directed.
  • Maintain knowledge of evolving technology in operations and maintenance techniques and materials that facilitate solving new or unusual technical problems.
  • Initiate and prepare a wide range of indefinite delivery orders, task orders, and full service maintenance, construction and performance-based contracts.

Qualifications

To qualify at the GS-13 level you must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations; 2) Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors; 3) Estimating material and labor costs for a variety of construction or maintenance projects; 4) Performing short and long term strategic planning to include budget development, procurement of supplies, materials, and services; 5) Overseeing operations for conformance with project plans.

  • This position is designated as an "emergency essential" position and the selected candidate will be considered an "emergency essential" employee and will be required to be available, ready, willing, and able to report for duty under all circumstances (e.g., inclement weather, government closings and holidays, lapses in appropriations, non-emergency and emergency situations) for operation 24 hours a day and 365 days per year coverage.
