Are you a collaborative engineer passionate about improving our watersheds, stormwater quality, and reducing flooding through the implementation of innovative and sustainable stormwater capital improvement projects?

This position works as an engineer to perform engineering and construction administration work for the Stormwater Construction Branch within the Utilities Design and Construction Division.

Utilities Design and Construction Division is responsible for managing the bid advertisement, contract award processes, and overseeing all aspects of construction contract management for transportation projects and stormwater projects including inspection, testing, code compliance, warranty, and project closeout.

Note: This position is in the Stormwater Construction Branch, located in the Fairfax County Government Center at 12000 Government Center Parkway, Fairfax, Virginia. This position may be eligible for telework.

*A $5,000 signing bonus is available to new county employees hired in the Engineer V position.
Employment Standards
MINIMUM QUALIFICATIONS:

Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architecture field; plus, five years of progressively responsible professional experience in the appropriate engineering or architectural field, including one year of supervisory experience.
CERTIFICATES AND LICENSES REQUIRED:
  • Valid driver's license.
  • Possession of a valid Virginia Professional Engineer (PE) or Registered Architect (RA) license.

An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity. As a Professional Engineer or Registered Architect, signs and seals own work product and/or that of subordinate staff.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • At least five (5) years of progressively responsible experience in construction management for stormwater, major utility, or public works projects.
  • At least five (5) years of experience preparing, procuring, administering, and managing construction for site or utility construction.
  • Proven ability to resolve construction disputes, negotiate claims, and address contractor performance issues in the field.
  • Strong knowledge of construction specifications and technical requirements, including preparation and enforcement.
  • Experience with developing, tracking, and reporting project-level construction budgets and financials.
  • Experience in the close-out of construction contracts, including closing permits, and resolution of punch list items.
  • Experience supervising or mentoring construction management professionals in delivering high-quality, on-time projects.

PHYSICAL REQUIREMENTS:
Ability to hear normally to recognize backup alarms of the construction equipment. Ability to safely walk across uneven terrain in performing field investigations, measurements, and onsite meetings for Stormwater construction projects including stream restorations, Stormwater basins, dredging, Stormwater pipe installation, and similar. Must be able to physically negotiate rough terrain and typical construction sites. Must be able to produce handwritten and typed documents. All duties performed with or without reasonable accommodations.

BONUS ELIGIBILITY:
Positions within this classification that are general merit may be eligible for a one-time hiring incentive bonus for new county employees only. This bonus program requires a signed payback agreement between the department and employee.
