Summary

You will serve as a Branch Head for Code 3424 in the Imaging & Electronic Warfare Systems Division of NAVUNSEAWARCENDIV NEWPORT RI.

This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15 and the ND-4 encompasses GS-12 and GS-13.

Duties

Help

• You will perform the administrative and technical management for all branch personnel, programs, and resources. You will serve as a key member of the career management team.
• You will manage and lead a diverse group of engineers and scientists as their first line supervisor. You will report directly to the Code 342 Division Head.
• You will coordinate with the Technical Program Manager (TPM) in accordance with the program's schedule and budget; identifying risks, and staffing personnel.
• You will be responsible for effective utilization, direction, and supervision of all branch personnel and administration of all branch programs and task assignments.
• You will be responsible for Personnel management including, but not limited to : staff assignments, discipline, training, employee professional and technical development, general administration, awards, and promotions.
• You will set objectives, evaluate employee work, resolve problems, and mentor staff. Establish goals within project scopes. Analyze costs, forecast budgets, and plan future requirements, including equipment, facilities, and manpower.
• You will fully handle hiring, from planning workforce and skill requirements to active recruitment. You will also participate completely in the onboarding process to ensure the successful transition of all new employees into the workforce.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

For the ND-05: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalency) pay band in the Federal service or equivalent experience in the private or public sector as a Professional Engineer or Scientist leading the personnel resourcing, and execution or direction of projects, systems development efforts, research or technology for submarine and/or surface electromagnetic systems for a naval undersea warfare organization.

For the ND-04: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-03 (GS-09/11 equivalency) pay band in the Federal service or equivalent experience in the private or public sector as a Professional Engineer or Scientist supporting projects and leading small teams throughout the engineering lifecycle for submarine and/or surface electromagnetic systems for a naval undersea warfare organization.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess

08XX Series:

Successful completion of a degree in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

A combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

1550 Series:

A bachelor's degree in computer science

OR

A bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
