Summary

This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Duties

Help

  • You will implement the Shore Facilities Planning System, following applicable Navy and Marine Corps directives.
  • You will develop construction programs for annual Congressional and Headquarters Marine Corps funded military construction, minor construction, repair, and MCCS projects.
  • You will monitor compliance with National Environmental Policy Act on matters pertaining to facilities and land utilization aboard.
  • You will be responsible for coordinating and/or reviewing environmental documentation for any construction actions which may impact environmental, cultural or natural resources.
  • You will develop local policy in support of higher headquarters policy for critical intiatives
  • You will review plans and designs to ensure projects satisfy planning criteria and requirements.

  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Must be willing to complete at least 32 hours of professional continuing education related to master planning topics every two years.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • May be required to lift and carry up to 50 lbs.


Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning, coordinating, and managing complex programs and projects while evaluating operations and implementing strategic improvements and 2) Planning and executing transactions related to Real Estate.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

  1. Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
    Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.
    OR
  2. Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
