Summary

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Enterprise Services, Workforce Care Directorate, Strategic Communications and Business Operations Division located in the following:

  • Indianapolis, IN
  • Minneapolis, MN
  • Washington, D.C.

Help

The position is a Supervisory Budget Analyst within DHS, CBP Enterprise Services, Workforce Care Directorate. The role leads and coordinates the office's budget and acquisition needs and is recognized by senior ES and WCD leadership.

The Workforce Care Directorate supports CBP employees and their families by providing resources related to well-being, mental health, family support, counseling, training, crisis support, and suicide prevention. It also advises employees and local leadership on appropriate workforce care programs and services.

This position starts at a salary of $125,776.00 (GS-14, Step 1) to $163,514.00 (GS-14, Step 10).

Major duties include:

  • Overseeing the planning, formulation, and execution of the Workforce Care Directorate (WCD) budget, ensuring alignment with CBP's strategic goals and objectives.
  • Providing expert-level administrative and technical advice to WCD management and CBP leadership regarding budgetary matters, pay and position analysis, and resource allocation.
  • Managing the triple constraints of cost, schedule, and performance for acquisition programs, ensuring compliance with federal acquisition regulations and CBP policies.
  • Monitoring budget performance and contractor activities to identify variances, potential funding gaps, or performance issues, and implementing necessary corrective actions.
  • Leading a team of budget analysts and administrative staff by setting priorities, assigning tasks, evaluating performance, and identifying training and development needs.

Qualifications

Specialized Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Developing and executing complex federal budget plans, including the preparation of detailed budget justifications and the analysis of financial data to support organizational mission requirements.
  • Evaluating the financial feasibility and cost-effectiveness of proposed acquisitions by applying federal acquisition regulations and policies to ensure alignment with budgetary constraints.
  • Interpreting and applying complex legislative, policy, and regulatory decisions to develop budgetary guidance and internal controls that prevent fraud, waste, and abuse.
  • Conducting in-depth analyses of budget trends and identifying potential funding gaps to provide actionable recommendations for resource allocation and long-range planning.
  • Mentoring and guiding staff on budget-related matters, including the establishment of performance standards and the resolution of complex administrative or personnel issues.

Additional information

Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment.

Leadership Training: All newly appointed first-time CBP Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include 3 weeks, of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.
