The Air Force Civilian Service (AFCS) is looking for a Full-Time Supervisory Acquisition Program Manager (NH-1101-04) Avionics Deputy Branch Lead to work at the Air Force Life Cycle Management Center in Arlington, VA.

Qualifications/Requirements: The Avionics Deputy PM works directly with the Lead Avionics Program Manager/Avionics Materiel Leader for the development, production, and sustainment of the following capabilities for the F-35 fleet: Tech Refresh-2/3/4 (TR-2/3/4); Communications, Navigation, and Identification (CNI)/Aerial Networks; and Helmet Mounted Display System (HMDS). Avionics also includes engineering functionals of Pilot Vehicle Interface (PVI). The position will help lead and manage program management, engineering and logistics members with capability execution.
Major Duties:
Manage the cost, schedule, performance, and delivery of advanced weapons system capabilities including the development, test, production cut-in, retrofit, and sustainment of fielded assets. Includes management of capability integration and system verification.
Manages program risk and identifies resources to mitigate impact to cost, schedule, and performance. Responsible for contract strategy, execution, and coordination to obligate and execute funds allocated to programs through the U.S. Future Years Defense Program and partner resources allocated through the JSF Executive Steering Board.
Manages, supervises, and coordinates work of direct support and functional team members. Establishes objectives to be accomplished, sets priorities, and critical schedules for completion of work. Evaluates team member performance or provides input on performance to functional supervisor.
Coordinates program status and planning to the Air Vehicle-Mission Systems Director, Program Executive Officer, Joint Strike Fighter governance structure, U.S. Services, Joint Program Office Program Management Offices (PMOs) and Functional staff.
Develops and prepares a variety of correspondence and other documentation (e.g., formal letters, position papers, reports, staff studies, staff summary packages, briefings, charts, bullet background papers, etc.) as required.
Devises new concepts and theories to resolve difficult problems.
Required Qualifications:
BS or BA degree in Business, Management or relevant technical discipline to include Engineering and Engineering Management.
APDP PM Advanced Certification (APDP PM Level III equivalent)
6-10 years APDP coded experience (minimum)
6-10 years in a Program office or equivalent organization within the DoD environment, preferrable a major weapons system.
Demonstrated ability to persuade others to accept recommendations and, when necessary, negotiate a mutually acceptable solution.
Demonstrated ability to develop and maintain effective relationships within the immediate office and within a significantly larger set of organizations.
Demonstrated ability to communicate effectively, both orally and in writing, at the executive level.
Demonstrated ability to organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress; and evaluate outcomes.
Demonstrated ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations.
Desired Qualifications
MS degree in Engineering, Engineering Management, or relevant technical discipline.
At least 2 years avionics engineering in a USAF or USN program office; or another relevant PM role.
Avionics integration, mechanical/electrical engineering, software systems engineering; logistics and sustainment for major weapons program; or affordability, acquisition strategy.
Leadership experience at and IPT lead or Team Lead.
SPECIALIZED EXPERIENCE: The F-35 Joint Program Office is an ACAT I program and requires candidates to already be seasoned acquisition program managers before applying. You must meet the minimum of 8 years ADPD coded experience and have at least 2 years experience in a DoD acquisition program office.
Additional Remarks
SECURITY CLEARANCE: The employee must obtain and maintain the appropriate Secret security clearance (Top Secret eligible) and be Special Access Programs eligible.
TRAVEL REQUIREMENTS: This position requires the employee to occasionally travel away from the normal duty station.
Anticipated Start Date: Immediately
If already an NH-04 or equivalent in AcqDemo or similar system, this would be a lateral move, not eligible for salary increase.
This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).
Position may be subject to random drug testing.
