The Air Force Civilian Service (AFCS) is looking for a Full-Time Program Analyst (NH-0343-03) to work for USSTRATCOM/J81 on Offutt AFB in Bellevue, NE.

PAY RANGE: $76,463 - $118,204, without locality.

Qualifications:
We are hiring an NH-0343-03 Action Officer for our flat, 6-person team. You will lead cross-functional teams, run live tech demos, secure project funding, and negotiate transitions to get new gear to the warfighter fast. Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
Employee needs to obtain and maintain approval to access the portfolio of Special Access Programs required to perform daily duties.
This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
Education Requirements: Education and/or expert level of experience within the Program Analyst field, with comprehensive knowledge and/or practical application planning, programming, budgeting, execution, acquisition and contracting. The employee may be required to travel in military and/or commercial aircraft to CONUS and OCONUS locations to perform temporary duty (TDY) assignments 25-45% of the time.
RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA)
Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as: advocating future concepts; mission capability needs; PPBE; JCIDS; acquisition; special operations.
Knowledge of USSTRATCOM program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
Knowledge of the application of program expertise as it applies to assigned programs; and assigned missions.
Skill in designing and conducting comprehensive studies, and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program.
Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
Ability to lead diverse study teams of military, civilian, and contract personnel encompassing a wide variety of disciplines; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints.
