Full Job Description
Air Force Nuclear Weapons Center (AFNWC) is currently seeking a full-time Supervisory Acquisition Program Management Specialist to work in the Intercontinental Ballistic Missile (ICBM) Systems Directorate, Mk21A program (NIPM) at Hill Air Force Base near Layton, Utah.

This position (988450) is an NH-1101-03. The salary range for this position is $89,508 - $138,370 based on Value of Position (83), which includes locality pay.

The AFNWC ICBM Systems Directorate, Mk21A program is a major defense acquisition program to design, develop, produce, and deploy an integrated Reentry Vehicle (RV) capable of delivering the W87-1 warhead. The program is part of a collaborative effort between the United States Air Force, Department of Energy (DOE), National Nuclear Security Administration (NNSA), and Department of War (DoW) industry partners.

The primary purpose of this position is to serve as a Supervisory Acquisition Program Management Specialist within the Mk21A ACAT1B Program. Program Manager's in AFNWC solve highly complex problems and take part in a variety of projects to promote national security through nuclear deterrence.

This position will plan, organize, direct, and coordinate activities of functional specialists including contracting, engineering, manufacturing, configuration/data management, technical data, test, and logistics. This position will review the progress of contractors in meeting program objectives and delivering capability on cost and schedule.

RANGE OF DUTIES:
• Supervision: Performs all supervisory duties for assigned personnel, including sourcing, onboarding, mentoring, motivating, and appraising staff.
• Performs typical personnel management tasks, such as managing work within the Branch; organizing and conducting training; acquiring necessary resources to accomplish the mission; and providing feedback.
• Monitors prime contract execution (e.g., cost, schedule, performance, risk, etc.), and advises leadership on technical design, material development, acquisition, test, and operational issues related to requirements, systems engineering, finance, performance, and schedule trade-offs.
• Oversees technical and program support to the ACAT 1B Mk21A Engineering and Manufacturing Development (EMD) Contract, and subsequent production contracts.
• Reviews products delivered by the EMD prime contractor and attends various technical and programmatic forums to ensure EMD activities are progressing to meet both program schedule and technical objectives leading to flight testing, Milestone C approval, and the ultimate on-time fielding of the Mk21A.
• Engages with extended and geographically dispersed teams, including subject matter experts and executive-level representatives from across the AFNWC, other government organizations, and other key stakeholders to ensure technical and programmatic activities are successfully planned, coordinated, and executed.
• Develops and presents technical and programmatic briefings to Senior Leadership and Mission Partners.
• Oversees program execution for assigned areas by supervising and allocating team workload, leading program evaluations, and managing documentation reviews for the Mk21A Branch.
• Supervises, mentors, guides and directs program managers within the Mk21A Branch on program issues; assures that assigned employees work as a cohesive team; and provides employees with opportunities that foster professional career development.

Desired Skills:
• Progressively complex acquisition program management experience that preferably included ICBM weapon system.
• Refined communication, problem-solving, and teamwork skills sufficient to effectively interface with internal and external stakeholders at all levels, as well as independence, assertiveness, self-reliance, and tenacity to get the job done.
• Experience in ACAT I/II/III acquisition; working knowledge of DoD Directive 5000.02 The Defense Acquisition System is highly desired.
• Strong communication, organizational and leadership skills with demonstrated experience in leading, influencing and collaborating in a diverse, multi-functional team environment that includes external functional and operational stakeholders is highly desired.
• Experience preparing and presenting briefings, reports, findings and recommendations, program information, written summaries and results from synthesized data and/or metric analysis etc., with senior leadership, external stakeholders and customers (e.g., government contractors, other government agencies, federal Labs, etc.)
• Experience with support agreements, small business, UARCs, National Labs, and FFRDCs.
• Experience in earned value analysis, financial planning, programming, budgeting, and execution of projects.
• Able to program manage cost, schedule, and performance on multimillion dollar projects.
• A bachelor's degree in a related field is required; a master's degree is ideal.

• Employee must be able to obtain and maintain a Top-Secret security clearance with special sensitivity, Special Access Program (SAP), and Sensitive Compartmented Information (SCI) access eligibility.
• Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Program Management "Practitioner" certification category within required timeframe after appointment.
• This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
• Employee may be required to work overtime or an irregular work shift.
• Occasional travel away from regular duty location may be required.
