Reporting to the Manager, Traffic Operations and Planning this position is responsible for overseeing the traffic planning and preview of development proposals including, subdivision and Site Plans and their related traffic impact studies to ensure the safe and efficient movement of pedestrians, motorists and cyclists.
Position Duties and Responsibilities:- Staff supervision. Provide guidance, supervision, information and assisted leadership to Traffic Planning staff. Direct and assign tasks, supervise and validate results. Prepare and implement work schedules and staff assignments, including overtime, to ensure adequate coverage of operations. Enforce and interpret collective agreements and City policies and procedures, providing performance feedback and participating in disciplinary action if required. Assist in hiring new staff as part of recruiting team.
- Functional leadership. Oversee day-to-day operations of the Traffic Planning Group Develops and undertakes the role of assessing transportation and road network requirements related to Secondary Planning and Block Planning. Establishes and defines these requirements in detail as inputs into the Growth Management, Staging and Sequencing of the community. Ensures that recommendations of reports are included in the final design of the development either through subdivision or roadway detailed design. Establish appropriate policies and procedures for the section and ensure these are updated or changed to meet the Service Plan and strategic goals. Administer the preparation and final documentation of tenders and projects. Review and approve final plans and contract specifications. Provide interpretation on matters related to projects. Prepare, and control annual operating and capital budgets for maintenance programs and traffic calming projects. Accountable for expenditures and responsible for overages.
- Customer and stakeholder relations. Respond to and act on requests and complaints relating to traffic planning (i.e. access control, site plans, development charge by law) Liaise with government agencies, public/private sector organizations, internal departments and stakeholders to exchange information and obtain industry knowledge. Provide traffic data/information to internal and external customers. Represent department at internal and external meetings with various groups. Prepare and present staff reports to Council and Standing Committees of Council. Provide documentation and evidence to support the City's Risk Management, Insurance and Legal representatives in addressing damage or liability claims against the Corporation and represent the Division at legislative hearings, as required. Provide technical support for the City's cycling advisory committee and school traffic safety council.
- Technical Expertise. Review technical standards provided by government regulated agencies, industry practice or City adapted standards and procedures. Attends and represents the City at Ontario Municipal Board (OMB) hearings as an expert witness providing testimony dealing with transportation and traffic engineering matters before the board. Develops and/or assists with updates on various policy and procedure documents including Subdivision Engineering Design Criteria and Standards with respect to municipal transportation engineering and roadway design.
Minimum Qualifications:Education:- Post-secondary diploma in Transportation Planning/ Engineering or equivalent.
Experience:- 4 to 5 years related experience in a traffic operations environment and a familiarity with road safety standards and traffic calming techniques.
- 2 to 3 years supervisory experience in a unionized environment is an asset;
Special Requirements:- Must possess a valid non-probationary Ontario Class "G" driver's license and the use of a personal vehicle;
- Highly proficient with Microsoft Office Suite and related traffic operations software.
Mandatory Requirements:- Eligible for membership in the Ontario Association of Certified Engineering Technicians and Technologist (OACETT)
