POSITION OVERVIEW

The Security Supervisor reports directly to the Security Manager. The Security Supervisor actively leads designing and implementing localized security solutions that safeguard personnel, business operations and critical assets.

The Security Supervisor will serve as a security subject matter expert, will ensure all regulatory security requirements are met for a regional geographic area, and will act in the role of the Security Manager, during their absence.

Per the Maritime Transportation Security Act (MTSA), the Security Supervisor is responsible for helping maintain the Site Facility Security Plan to ensure the site is prepared to respond to changes in the MARSEC Level. The Security Supervisor helps direct and supervise the security programs at the site, in addition to fulfilling the regulatory mandates of the MTSA.

Under the supervision of the Security Manager, the Security Supervisor:
  • Implements programs, policies, procedures and processes in support of Cheniere's Enterprise Security strategies, including but not limited to conducting security risk assessments, investigations, and assisting with other general security and initiatives,
  • Maintains good working knowledge of a wide variety of security regulations, best practices and issues, and
  • Maintains awareness of proposed changes to security/regulatory regulations, evolvement of physical security technology and industry best practices.


This position is also responsible for coordinating activities and maintaining strong liaison with local contractors, regulatory agencies, and law enforcement.

RESPONSIBILITIES AND ESSENTIAL DUTIES
  • Responsible for the helping ensure security requirements are met across a large geographic area that consists of undeveloped properties, construction sites, pipeline assets, marine assets, and a large liquefaction site.
  • As directed, conducts security risk assessments of facilities, maritime related locations, pipelines, and other Company related infrastructure.
  • Assists with identifying and implementing security mitigations at facilities, maritime related locations, pipelines and other company infrastructure.
  • In alignment with Corporate Security and in coordination with the Security Manager, collaboratively implements an area of responsibility (AOR) operational risk strategy to ensure that reasonable and foreseeable security risk is managed effectively.
  • Works collaboratively to identify and assess risk through a structured threat assessment process.
  • In alignment with Corporate Security, and in coordination with the Security Manager, ensures site security operations act as a strategic partner to Operations in protecting critical assets within the AOR.
  • Provides value added security guidance to management and staff regarding development, implementation and sustainment of AOR security mitigation recommendations and the implementation of security systems and programs.
  • Responsible for helping maintain the Site Facility Security Plan.
  • Assists with managing contracts, budgeting , and security personnel work schedules.
  • Ensures the site contract security workforce is following post orders.
  • Helps ensure that all security training requirements are met for the site security workforce, contractors, and visitors.
  • Plans, schedules, participates, and supervises the training of company and contract personnel involved in security procedures.
  • Effectively oversees daily activities in accordance with the approved Facility Security Plan and all enterprise and site-specific Policies, Standards, Procedures, Work Instructions and Guidelines.
  • As needed, communicates with federal, state and local agencies and outside organizations such as the U. S. Coast Guard, Department of Homeland Security, Department of Transportation, Federal Energy Regulatory Commission, and local law enforcement regarding relevant site security matters.
  • Assists with review of capital projects and other initiatives to ensure compliance with security regulations and Enterprise Policies, Standards and Procedures.
  • Helps organize, conduct, and supervise security drills and exercises with the U.S. Coast Guard and other federal, state and local agencies.
  • Develops and maintains security training programs, procedures, audits, inspections, assessments and training records.
  • Interfaces with the Marine Department concerning preparation and execution of Declarations of Security during ship/shore interface.
  • As needed, helps maintain, operate, test, and calibrate security systems and equipment.
  • Responsible for addressing day-to-day issues associated with the site TWIC Program.
  • Assists with security incident investigations as required or directed.
  • Manages, files, and records security documentation in the enterprise document management system as required and as directed.

KNOWLEDGE AND SKILLS

Knowledge
  • Understanding of the Incident Command System.
  • Knowledge of relevant U.S. Coast Guard, MTSA, Transportation Worker Identification Credential (TWIC), Department of Transportation (DOT), and Federal Energy Regulatory Commission (FERC) programs and regulations.
  • Knowledge of security management, policies, standards, procedures, best practices, and the Maritime Transportation Security Act (MTSA).


Skills
  • Proven written, verbal and interpersonal communication skills.
  • Proficient in the use of Microsoft Office Suite Tools (Excel, Word, Power Point).
  • Effective communicator at all levels of an organization and with individuals and groups from different disciplines, industries and governmental agencies.

  • Ability to work in a "self-directed" environment and consistently anticipate the needs within the terminal and deliver on time.
  • Able to make decisions on complex security issues in real time in a way that appropriately manages security risk without unduly impacting site operations.
  • Able to proficiently schedule, coordinate, plan and monitor multiple projects simultaneously.


EDUCATION AND EXPERIENCE

Education, Training and Certifications: Associates degree or higher preferred in Homeland Security, Security Management, Emergency Response, or Criminal Justice. Equivalent combination of education and experience within military, security, and/or law enforcement may be considered.

Experience: Minimum of eight (8) years of experience in site security or facility security operations, criminal/administrative investigations, or equivalent law enforcement, or military experience. Recent experience as a Facility Security Officer (FSO), Assistant Facility Security Officer (AFSO), or in a site security and emergency response role is highly preferred.

The Security Supervisor requires minimal supervision, must exercise discretion independently. With limited guidance, the Security Supervisor is responsible for working on unique and complex assignments / projects.

WORK CONDITIONS
  • Required work schedule: day shift of four (4) consecutive days of ten (10) hours each, and must be available as needed for stand-by/on-call duty on nights, weekends, and holidays, and after normal business hours.
  • While performing the duties of this job, the employee is often required to stand, walk, sit, climb stairs, work at height above ground on stairs and catwalks, balance, stoop, kneel, crouch, talk or hear, smell, type, and write.
  • Must be able to board a ship via a gangway, climb to the top of a tank (200+ steps), scale vertical steel ladder up to forty feet or more in height, and lift and move objects weighting up to 20 pounds.
  • While performing the duties of this job, the employee will work indoors and outdoors and be exposed to year-around weather conditions, ocean environment, noise, and occasionally process gases and vapors.
  • Specific vision abilities required include close vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
  • Subject to drug and alcohol testing, per applicable federal regulations.
  • Must have a Transportation Worker Identification Credential (TWIC).
  • The candidate is expected to satisfactorily complete an approved MTSA Facility Security Officer course.
