Power the Pacific Northwest: Lead the Teams and Partnerships Shaping Our Clean Energy Future

At the Bonneville Power Administration (BPA), we power the Pacific Northwest with clean, reliable hydro and transmission energy. As a Supervisory Public Utilities Specialist, you will play a central leadership role at the heart of our strategic mission. Situated within the Power Account Services organization of Requirements Marketing (Power Services), you will direct a team of specialists who serve as the core link between BPA and public power utility partners across eight states. Key Responsibilities & Core Duties

1. Lead and Empower a High-Performing TeamDirect, mentor, and elevate a team of technical account specialists. You will set work priorities, guide career development, recognize achievements, and cultivate an inclusive, safe, and collaborative workplace environment.
2. Oversee Strategic Power ContractsGuide the development, negotiation, and implementation of long-term power sales agreements and energy contracts serving public utility customers across the Pacific Northwest.
3. Drive High-Impact Financial and Economic AnalysesOversee complex financial modeling, rate structure analyses, and economic evaluations that directly shape power contracts and regional energy policy decisions.
4. Build Strategic Executive PartnershipsServe as a key liaison to utility executives, internal senior leaders, and federal agency partners-building trust, aligning shared goals, and resolving complex operational challenges.
5. Champion Customer Satisfaction & Service DeliveryOversee front-office account support and field customer service strategy to ensure your team consistently enables field-based account managers to achieve high customer satisfaction targets.
6. Translate Energy Policy into Actionable StrategyMonitor emerging energy market developments, regulatory shifts, and policy updates to guide your team in adapting contract structures and business processes proactively.
7. Foster Cross-Organizational CollaborationPromote unified organizational leadership by collaborating with cross-functional divisions across headquarters to align shared strategic goals and initiatives.
8. Ensure Equitable and Effective Operational ManagementExercise supervisory oversight with fairness and equity-managing recruitment, performance evaluations, resource allocation, and workflow standardization across regional team offices.

This position is located in Seattle, WA, and it is difficult to compare it to another! The home of the iconic Space Needle with its revolving restaurant, beautiful Puget Sound, breathtaking Olympic Mountain range, and extraordinary evergreen forests! If you live in this area there is always an abundance of things to appreciate and experience! Seattle, a very eco-friendly city, has pledged to become completely carbon neutral by 2050. This position is located in Portland, OR which boasts huge spans of amazing trees, foliage, landscape, and everywhere you look you can appreciate beautiful greenery! It is known as the most bike-friendly city in America, has a train system that greets you at the airport spanning across the city, and is home to the Portland International Rose Garden, the oldest in the country! Portland is the one place where you will find lively festivals, energetic music, mouthwatering food, and for you basketball fans, the Portland Trail Blazers are a 7 minute walk from the HQs building! There is always something new to experience in this eco-friendly town!

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience is defined as performing all of the following:

1) Leading a team of professional staff, which includes duties such as assigning and reviewing work; managing employee performance by conducting evaluations and providing feedback; and guiding staff training and career development; 2) Overseeing the administration or management of complex, long-term service or sales contracts. This includes providing technical guidance on contract implementation and performing financial analyses related to contract performance, pricing, or rate structures; and 3) Serving as a representative for an organization in collaborations with internal leaders and external partners, such as clients or business partners, to resolve complex business or technical issues and achieve strategic objectives.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
