POSITION: SUPERVISOR OF INFORMATION TECHNOLOGY - APPLICATION TECHNOLOGIES

DEPARTMENT: Information Technology

LOCATION: Central Office

REPORTS TO: Director of Information Technology

SALARY RANGE: $122,371 - $164,576

FLSA STATUS: Exempt

POSITION SUMMARY: Provides leadership in identifying, assessing, implementing, and managing enterprise application technology solutions that support the operational, administrative, and business functions of Calvert County Public Schools (CCPS). Supervises, facilitates, and performs tasks to ensure that centralized applications and reporting systems used primarily by CCPS staff enhance organizational productivity, efficiency, accuracy, and compliance. Communicates and collaborates with central-office and school-based personnel to ensure that enterprise support systems meet or exceed end-user and organizational needs. Evaluates existing applications and workflows to identify opportunities for improvement, address federal, state, and local requirements, and determine when new or enhanced solutions should be implemented. Ensures that data is securely and efficiently transferred between approved third-party applications in accordance with applicable privacy, security, and compliance standards. Hires, supervises, and evaluates Application Technology personnel, including positions such as computer programmers, teacher specialists, and webmasters.

EDUCATION, CERTIFICATION AND EXPERIENCE: At the time of application, the candidate must hold or be eligible for:
  1. Bachelor's degree required.
  2. Master's degree preferred, particularly in Educational Technology, Information Systems, Computer Science, Leadership, Administration, or related field.
  3. Five (5) years of successful experience in teaching, instructional technology, application support systems, or technology leadership within a K-12 school system or a Maryland institution of higher education.
  4. Three (3) years of successful experience leading operational technology systems and initiatives or school programs preferred.

KNOWLEDGE, ABILITIES AND SKILLS: These are pre-employment knowledge, abilities, and skills that apply to the Essential Job Functions. At the time of employment, the candidate must have:

  2. Ability to establish productive relationships with students, teachers, staff, central office personnel, parents, and community members.
  3. Strong project management knowledge, abilities, and skills necessary to lead technology changes from planning through implementation and completion, ensuring projects are delivered effectively, on time, and aligned with organizational goals.
  4. Experience in applications of technology for improved student achievement and staff efficacy in the K-12 environment.
  5. Evidence of broad reading in professional literature related to application technologies.
  6. Understanding of relational databases and how decisions and changes in one application or area impact the entire digital ecosystem.
  7. Demonstrates proficiency with Microsoft 365 and SharePoint environments (or similar cloud-based environment), including the ability to oversee and manage large-scale projects and collaborative technology solutions across the organization.
  8. Strong ability to effectively communicate technical information to non-technical clients.
  9. Capacity to manage multiple priorities, respond effectively to urgent situations, and exercise sound professional judgment under pressure.
  10. Ability to perform under high-stakes conditions.
  11. Ability to ensure that new reports, processes, and applications are vetted to clearly identify requirements, verify that changes are implemented effectively, and validate functionality, accuracy, and performance before release.
  12. Works collaboratively with the application technology team to prioritize tasks, projects, and support activities based on system needs, organizational priorities, and deadlines.
  13. Valid driver's license, motor vehicle insurance, and ability to travel as needed.
  14. Success in accomplishing tasks akin to those responsibilities listed below.
  15. Strong presentation and public speaking skills, with the ability to effectively communicate information to diverse audiences.

ESSENTIAL JOB FUNCTIONS, RESPONSIBILITIES, AND DUTIES:
  1. Coordinates the planning, acquisition, implementation, and training on new and existing centralized technology applications.
  2. Collaborates with departments and schools to identify, support, maintain, and enhance application technologies and software solutions that improve student learning, staff effectiveness, data accessibility, and overall school and district operations.
  3. Leads and evaluates CCPS programmers, webmasters, and other staff within the Application Technologies side of the Information Technology department.
  4. Seeks input from professional staff on changes needed to strengthen technology programs.
  5. Provides input into the installation, repair, and maintenance of existing centralized technology (including financial, human resources, and student information systems) and plans modifications and enhancements.
  6. Serves on CCPS' Student Data Governance Board and helps ensure that student and staff data within enterprise applications is securely managed, protected, and shared in accordance with applicable privacy, security, and compliance requirements
  7. Ensures annual professional development opportunities for our Student Information System and Office 365 environment.
  8. Stays current and disseminates current trends and best practices in technology.
  9. Collaborates with team members to develop and maintain clear standard operating procedures for recurring tasks and ensures annual processes and responsibilities are documented, maintained, and completed within established timelines.
  10. Works collaboratively with the application technology team to prioritize tasks, projects, and support activities based on system needs, organizational priorities, and operational requirements
  11. Assists in the preparation and administration of the department budget in terms of supplies, equipment, and materials.
  12. Oversees the management, maintenance, and improvement of the organization's website.
  13. Models respect, professional behavior, and commitment to continuous learning.
  14. Works extended hours and weekends as necessary to ensure communication of essential information and to complete job tasks and assignments.

OTHER JOB FUNCTIONS, RESPONSIBILITIES, AND DUTIES:
  1. Performs other responsibilities as assigned by the Director of Information Technology.
  2. Is available to various student, teacher, and community groups for education-related purposes beyond the regular workday.

PHYSICAL AND PSYCHOLOGICAL CONDITIONS/DEMANDS:
  1. The position requires the ability to work extended hours and perform duties in a variety of environments, including office settings and schools.

UNUSUAL DEMANDS: May be subject to a flexible work schedule.

EVALUATION: Performance will be evaluated in accordance with the policy on evaluation as established by the Calvert County Public Schools.
