Position DescriptionAnoka County's Human Services division is committed to working with people to improve lives through collaboration across its five departments: Community Corrections, Community Social Services & Behavioral Health, Economic Assistance, Public Health & Environmental Services, and the Job Training Center.
We are seeking a Supervisor of Business Systems Analysts to provide strategic and operational leadership for Human Services in close partnership with the Manager of Business Analytics & Data and Senior Leadership. This role supports cross departmental and organizational initiatives to ensure alignment with division strategy, technology standards, and advancing data maturity. The Supervisor oversees and mentors a team of analysts, guiding system improvements, developing dashboards and reports, and strengthening data driven capabilities across the division.
The Supervisor leads daily operations, develops team capabilities through targeted coaching and training, and maintains strong communication between Human Services, IT partners, and vendors. This position oversees the development and maintenance of dashboards, reports, and system solutions while promoting data quality, standardized practices, and responsible data use. Additionally, the Supervisor guides division wide initiatives, supports resource and project planning, and recommends innovative technologies to enhance overall system performance and analytics maturity.
This is a full-time, exempt, hybrid position. Interviews will take place the week of August 3rd, 2026, for those selected to move forward in the hiring process.
Pay & Benefits- Anoka County Salary Schedule Grade 38: $98,176 to $137,384 annually ($47.20 to $66.05 per hour).

Work Location- This position will work at Anoka County Government Center, located at 2100 3rd Ave, Anoka, MN 55303.
- This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office.
- Expected work hours are Monday - Friday 8:00 a.m. - 4:30 p.m.
Job Duties and ResponsibilitiesThese examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Supervisor, Business Systems Analyst.
- Manage and support a team of Business Systems Analysts including Senior and Associate Analysts by providing clear direction, mentorship, and coaching to build technical and professional capabilities.
- Oversee the team's daily operations, ensuring tasks and projects are delivered on time, within scope, and in alignment with division and county priorities.
- Collaborate with department leaders to assess business needs and develop strategic technology and analytics roadmaps that support the mission of the Human Services Division and Anoka County.
- Develop and implement team goals, performance measures, and targeted training plans that strengthen system expertise, increase efficiency, and promote ongoing professional growth.
- Serve as a liaison between Human Services business units, IT partners, and external vendors to ensure effective communication, seamless system integration, and reliable operational support.
- Assist with expanding and enhancing the use of data and analytics across Human Services by building data infrastructure, increasing data literacy, and promoting evidence based decision making.
- Oversee the design, development, deployment, and long term maintenance of analytics products including dashboards, reports, datasets, and data models to meet operational and strategic needs.
- Ensure data quality, promote standardized data practices, and strengthen departmental capabilities to use data responsibly, consistently, and effectively.
- Collaborate with leadership and stakeholders to identify organizational needs, define priorities, and drive the implementation of sustainable system solutions.
- Lead division wide initiatives and collaborate with project managers to define scope, estimate effort, allocate resources, and deliver results within established timelines and budget constraints.
- Stay informed on emerging technologies, tools, and industry best practices, recommending and implementing innovative solutions that improve system performance, analytics maturity, and operational efficiency.
Qualifications and Requirements:Minimum Knowledge, Skills, and Abilities Needed- Requires a Bachelor's degree and at least 3 years (2,080 annual hours) of job-related experience.
- In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.
Preferred Knowledge, Skills, and Abilities Needed- Experience supporting organizations that focus on delivery of human services programs.
- Bachelor's degree in Business Administration, Information Technology, Computer Science, or a related field; a master's degree or relevant certifications (e.g., PMP) preferred.
- Proven track record in managing complex system projects from inception to completion, including resource allocation, budgeting, and stakeholder engagement.
- Demonstrated experience in mentoring and developing business systems analysts, fostering a culture of continuous improvement and professional growth.
Physical Demands and Work Conditions- Standard office environment.
- Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades and brightness.
- Hearing abilities required for general and phone communication, signals, and machine sounds.
- Cognitive abilities required include problem solving, prioritization of tasks, short- and long-term memory, interpreting and understanding written documents, and general mathematical skills.
- Assignments may require several hours of varied physical activity in addition to viewing a computer screen, sitting at a desk, or walking/standing to assist county employees.
- Physical activity may include repeated bending, stooping, reaching, frequent wrist and finger manipulation to complete computer work, and occasionally pushing carts to transport equipment.
- Regular lifting of 20-50 lbs. while moving materials.
- Equipment used includes computers, phones, and standard office equipment in addition to IT maintenance equipment depending on assignment.
- IT maintenance equipment may include but is not limited to hand and power tools, electrical and electronic installation and testing tools/instruments, and personal protective equipment.
- Occasional travel to other county work sites as needed.
- Travel between work sites may require driving a county vehicle and/or a personal vehicle.
