Title: Superintendent, Public Jobs

Type: Full Time, Exempt

Location: 100% Field -Richmond, VA

Reports to: Director, Utilities

We are seeking an experienced Construction Superintendent to lead day-to-day field operations on civil construction projects across the DMV as far south as Richmond, VA.This role is responsible for driving execution in the field, managing crews, subcontractors, schedules, safety, and quality to ensure projects are delivered on time and to specification.

The ideal candidate is a hands-on field leader with strong sitework or heavy civil experience, a proven track record of managing complex projects, and the ability to enforce standards while maintaining productivity and safety. This is a critical leadership role for someone who thrives in fast-paced environments and takes ownership of field performance from start to finish.

Responsibilities:

Project Execution & Field Leadership
  • Manage all daily construction operations on assigned projects.
  • Develop and execute project work plans, sequencing, and logistics.
  • Coordinate labor, equipment, and materials to meet project schedules.
  • Lead field crews and subcontractors to achieve productivity targets.
  • Interpret plans, specifications, and contract documents to ensure proper execution.

Safety Management
  • Champion a safety-first culture and ensure compliance with all OSHA and company
  • safety standards.
  • Conduct daily safety meetings, job hazard analyses (JHAs), and site inspections.
  • Identify risks proactively and implement corrective actions immediately.
  • Ensure all personnel and subcontractors adhere to safety requirements.

Scheduling & Productivity
  • Collaborate with Project Managers to develop and maintain project schedules.
  • Monitor progress and adjust resources to maintain or improve schedule performance.
  • Identify and mitigate delays, conflicts, or constraints in real time.

Quality Assurance & Compliance
  • Ensure all work meets project specifications, quality standards, and regulatory requirements.
  • Coordinate inspections with owners, agencies, and third-party inspectors.
  • Maintain accurate field documentation including daily reports, logs, and photos.
  • Oversee testing and quality control processes (e.g., compaction, concrete, asphalt).

Subcontractor & Vendor Management
  • Coordinate and supervise subcontractors to ensure alignment with project expectations.
  • Enforce contract scope, schedule, and quality standards.
  • Maintain strong working relationships with vendors and suppliers.

Client Coordination
  • Serve as the primary field point of contact for owners, engineers, and public agencies.
  • Participate in progress meetings and represent field operations professionally.
  • Support public relations efforts on projects impacting traffic or communities.

Cost Awareness
  • Work closely with the Project Manager to manage labor, equipment, and production costs.
  • Identify opportunities to improve efficiency and reduce waste.
  • Assist with tracking quantities and production rates.


Required Qualifications:
  • Strong knowledge of heavy civil construction methods, sequencing, and logistics.
  • Proficiency in cost control systems and construction management software.
  • Deep understanding of public contracts, specifications, and compliance requirement
  • Experience working on public contracts (1-3 years)
  • Experience with creating/managing schedules (1-3 years)
  • Ability to lead multiple complex projects simultaneously
