Superintendent of Water
Salary Range: $106,758.30 - $144,123.96
The City of Attleboro Water Treatment Plant seeks a Superintendent of Water to oversee the operation, maintenance, and long-term planning of the City's water distribution system.
Essential Duties:
• Plan, supervise, and direct the operation, maintenance, and construction of the City's water distribution system, including wells, reservoirs, storage tanks, filter beds, buildings, roads, and related facilities.
• Monitor watershed conditions to balance water demand with available supply.
• Oversee preventative maintenance, equipment repairs, weekly maintenance schedules, and capital improvement projects.
• Supervise departmental personnel, including work assignments, scheduling, and performance.
• Ensure compliance with all state and federal drinking water regulations and prepare required regulatory reports.
• Direct water main installations, extensions, maintenance, and emergency repairs; review contractor work for compliance and estimate project costs.
• Develop long-range plans for water conservation, fire protection, facility improvements, land acquisitions, grant opportunities, and infrastructure maintenance.
• Investigate department-related claims, including water main breaks and vehicle accidents.
• Prepare and administer the department budget, oversee payroll, billing, accounts payable, purchasing, bid specifications, and personnel records.
• Respond to public inquiries, represent the department at meetings with local, state, and federal officials, and interact with the media.
• Attend professional development and maintain required state water licenses.
• Perform related duties as assigned.
Minimum Qualifications:
• Bachelor's degree in chemistry, biology, civil engineering, or a related field.
• Ten years of progressively responsible municipal water operations experience, at least three years in a supervisory role; or an equivalent combination of education and experience.
• Massachusetts Drinking Water Supply Licenses Grade D3 and Grade T3 required.
• Working knowledge of SCADA systems.
• Thorough knowledge of water supply and distribution operations, underground utility construction, and applicable state and federal drinking water regulations.
• Ability to read maps, plans, and blueprints; supervise employees; prepare and manage budgets; and use standard computer and office equipment.
• Familiarity with grant writing is preferred.
• Ability to work in varying outdoor conditions with occasional exposure to chemicals and other environmental hazards.
