Position Description & Qualifications

Conducts request for proposal preparations and competitions for supplies and services. Performs subcontract negotiations, and administration of subcontracts. Analyzes estimates of service, material, equipment, and production costs. Monitors suppliers performance for conformance to original proposal and maintain continual reviews to ensure that all terms and conditions are met and that the subcontractor is performing in accordance with legal requirements, customer specifications, and government regulations.

Prepares and disseminates information throughout the company regarding subcontract status, compliance, modification, deviation, negotiation, and termination. Initiates documentation to authorize and direct work in accordance with contractual specifications. Prepares special reports and analyses as required. Familiar with standard concepts, practices, and procedures within a particular field. Relies on experience and judgment to plan and accomplish goals. Performs a variety of tasks. Works under general supervision. A certain degree of creativity and latitude is required. May lead and direct the work of others. Typically reports to a supervisor or manager. Experience must include working in a government contracting environment. Degree must be in Business Administration or related field. Additional training in contract law also required.

In this Role you will:

  • Works effectively in a project team environment to ensure that programmatic timelines for pricing/ proposal support and subcontract/purchase order awards are met.
  • Develops competitive and single/sole source Request For Proposals (RFPs) for federal products and services of high complexity and price. Understands how to tailor prime contract requirements; understand various contract type options and their proper use to ensure selected contract will result in the lowest risk and best performance for Serco and its clients.
  • Leads program team in subcontractor negotiations concerning price, terms, and delivery schedule.
  • Awards subcontracts of high complexity, price, and documents all actions within department compliance standards.
  • Provides effective subcontractor management ensuring compliance with negotiated price, terms and delivery schedule. Communicates/ escalates performance issues promptly.
  • Closes out subcontracts, including cost-reimbursable subcontracts, timely.


To be successful in this role, you will have:
  • US Citizenship
  • Requires a High School degree and 5 years experience
  • Works effectively in a project team environment to ensure that programmatic timelines for pricing/ proposal support and subcontract/purchase order awards are met
  • Provides effective subcontractor/supplier management ensuring compliance with negotiated price, terms, and delivery schedule
  • Communicates/ escalates performance issues promptly
  • Ability to effectively manage multiple simultaneous and rapidly changing priorities, and work to agreed-upon schedules
  • Skilled communicator - verbal and written - dealing with subcontractors/suppliers and all levels of Serco staff
  • Comprehensive understanding of federal contracting requirements (FAR/ DFAR)
  • Proven problem-solving skills
