Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division's responsibilities include planning, street design, curb management, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists.

The Office of Livable Streets (OLS) is tasked with prioritizing strategic planning, community engagement, research, policy, design, implementation, and long-term management. Their goal is to create streets that are livable, supporting safety, accessibility, inclusion, resiliency, active modes, community cohesion, and economic vitality citywide. Additionally, they aim to enhance New York City's pedestrian, bicycle, and micromobility networks, providing comfortable, connected, green, and reliable transportation options across the five boroughs. They place special emphasis on Priority Investment Areas, mode shift, and reimagining streets. The office also develops innovative new programs, design typologies, project delivery, and analysis tools to meet the demands of a rapidly changing population with evolving needs and technologies.

The NYC DOT Transportation Planning and Management Division (TPM), OLS is seeking a Street Improvement Project (SIP) Coordinator; SIPs involve the use of the agency's operations teams to implement rapid and meaningful changes to city streets, including Vision Zero safety projects, bus priority projects, bicycle network projects, pedestrian priority projects, among others. The SIP-Central team within OLS is responsible for organizing and prioritizing an increasingly complex work program across agency. The SIP-Central team also analyzes and determines implementation capacities to communicate realistic annual work plans; leads coordination with other agencies; and uses database tracking and improving efficiencies to increase output while advancing project quality.

Under the direction of the Director of Street Improvement Projects, the selected candidate will provide critical support to the Street Improvement Projects (SIP) program by aligning project implementation schedules with resurfacings, traffic signal construction, state of good repair work, and other programs within and external to DOT. The candidate will be responsible for improving efficiency by coordinating with multiple divisions to inform the sequencing of new Street Improvement Projects and upgrades to existing SIPs; they will work independently and collaboratively and be required to manage and reconcile multiple competing priorities. Responsibilities include identifying project overlaps and conflicts, communicating dynamically with various stakeholders, aligning schedules, and pro-actively advancing implementation priorities across multiple units and agencies.

The candidate will streamline project delivery by identifying upcoming SIP locations that either overlap with the agency's scheduled state of good repair work, or where the physical and fiscal integrity of the project would benefit from a resurfacing. The candidate will strategize, prioritize, and track requests to align resurfacing dates with SIP implementations. Working with the Deputy Director of SIPs, the candidate will also manage upcoming SIP locations with signal construction work that overlaps with scheduled resurfacings to inform signal construction priorities and timelines. The candidate will use the SIP Portal, maps and databases to identify existing SIPs scheduled for resurfacing or refurbishment, coordinate with project managers or their delegates to determine treatment changes or upgrades, and work with the Deputy Director to prioritize updates in the design queue. Candidate will coordinate with the Furniture and Operations Unit to plan for temporary furniture relocations related to resurfacings, liaise with internal and external partners on other agency or city-wide initiatives, and perform additional tasks related to the assigned role as needs arise.

Qualifications

1. A master's degree in transportation engineering, mathematics, urban planning, architecture, landscape architecture, urban studies, or related physical and social science fields; or

2. A baccalaureate degree in engineering from an accredited college and one year of full-time satisfactory experience performing technical work on roadway transportation and traffic studies and area-wide traffic programs; or

3. A baccalaureate degree from an accredited college and two years of full-time satisfactory experience as described in "2" above; or

4. An associate degree or completion of 60 semester credits from an accredited college and four years of full-time satisfactory experience as described in "2" above; or

5. A four-year high school diploma or its educational equivalent and six years of full-time satisfactory experience as described in "2" above.
