Position Summary You will function as the Stores and Purchasing Manager for WMHI and the Wisconsin Resource Center (WRC). Responsibilities include:
- meeting the procurement needs of all WMHI employees and patients and WRC employees and residents.
- administrating the Procurement Card (P-Card) program at both WMHI and WRC including training, dissemination of information, instructions regarding department procedures and auditing to ensure compliance with Division of Administration (DOA) requirements.
- supervising and training staff about state statutes, specification writing, and DOA procurement policies and practices.
- developing internal policies and procedures at WMHI and WRC.
Salary Information The starting pay is between $43.25 and $45.25 per hour (approximately between $89,900 and $94,100 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.
Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as a Purchasing Agent Program Supervisor and is in pay schedule and range 81/03.
Job Details All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.
All appointees will be required to complete a pre-employment health assessment including a TB screen prior to their start date which will be administered by WMHI or medical personnel approved by the facility.

Qualifications Minimally qualified applicants will have all of the following:
- Experience performing procurement activities (e.g., developing specifications, reviewing bid responses, etc.).
- Experience monitoring budgets or performing fiscal oversight activities (e.g., monitoring for allowable use of funds, tracking expenditures, providing fiscal consultation, monitoring spending plans, etc.).
- Experience using a computer system (e.g., Windows, Macintosh, etc.) for procurement activities.
- Experience training or coaching colleagues.
Well-qualified applicants will also have one or more of the following:
- Experience with inventory management (e.g., receiving, order issuing, conducting physical inventory, etc.).
- Experience working in a healthcare or correctional environment.
- Experience in a supervisory or leadership role (e.g., delegating work assignments, establishing goals and objectives, mentoring staff, facilitating team development, etc.).
