Overview

Please note that this position is contingent upon the successful award of a contract currently under bid.

 

Summary:

The Statistical Support Specialist provides foundational support, expert advice, and input within their area of expertise contributing to the development and implementation of programs and policies. This role primarily assists with specific aspects of projects and contracts under the direction of federal staff.

Responsibilities

Essential Job Functions:

  • Function as a Management Analyst in support of the Division’s Passport Demand Forecast requirement
  • Analyze administrative processes and/or Division programs
  • Write reports, letters, and other documents with recommendations for management programs, policies and activities
  • Oversee the preparation of various recurring reports such as monthly, quarterly, cumulative semi-annual and cumulative annual reports to support the Directorate’s Demand Forecast requirement
  • Provide technical guidance and assistance to staff in the review of documents
  • Accurately monitor, assess and forecast on a continuous basis, passport demand using innovative statistical tools and methodologies
  • Assist and advise CA/PPT on preparing, obtaining and submitting required documentation to the Office of Directives Management and other offices to comply with the Paperwork Reduction Act (PRA) and Office of Management and Budget (OMB) directives
  • Analyze existing forecasting models and develop statistically sound tools for future forecasting
  • Provide subject matter expertise in support of quantitative and qualitative research projects as required
  • Provide subject matter expertise in support of survey operations, focus groups, and the application of sampling techniques as required
  • Draft white papers on policies, events, economic conditions, or other items of interest that may affect passport demand
  • Perform other related duties as assigned
Qualifications

Necessary Skills and Knowledge:

  • Must possess excellent command of the English language and excellent writing skills
  • Must be Proficient in the use of Microsoft applications (MS Word, PowerPoint and Excel)
  • Maintains professional competence and specialized knowledge base by keeping abreast of emerging themes and best practices
  • Knowledge of and skill in applying analytical and evaluate techniques in order to plan, schedule and conduct studies and analyses of management functions or programs
  • Knowledge of substantive programs, goals, and policies in order to analyze and assemble information; and knowledge of management and organizational techniques, systems and procedures to perform analytical studies

Minimum Qualifications:

  • Minimum Master’s Degree
  • Two years as a Technical Expert 3 or equivalent experience
  • Must be a U.S. citizen who can possess or be able to obtain/maintain a minimum SECRET clearance

Preferred Qualifications:

  • PhD preferred
  • Department of State experience preferred

 

Pay and Benefits

The annual salary range of this position is $135,000 to $155,000.
