Position Overview

The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Statewide Telecommunications Administrator. Under administrative direction, this position will direct, coordinate, and review the activities of the statewide telecommunications program for the Department of Children and Family Services. The position will provide guidance regarding available technology and cost effectiveness of proposed telecommunications systems and devices. This position will also monitor unit activities to ensure compliance with Department policies and federal and state laws, rules, and statutes. Additionally, the position will confer with subordinate manager regarding telephone, wireless, and data issues, and/or requests related to cost factors, equipment information and analysis, new/pending orders and projects, billing interpretation and reconciliation, and deadlines. Essential Functions

  • Serves as Statewide Telecommunications Administrator
  • Confers with subordinate manager regarding telephone, wireless, and data issues, and/or requests related to cost factors, equipment information and analysis, new/pending orders and projects, billing interpretation and reconciliation, and deadlines
  • Serves as working supervisor
  • Attends meetings, training sessions, seminars, and conferences to maintain current knowledge on voice and information technology products
  • Develops training on various telecommunications systems
  • Oversees telecommunications audits to determine potential areas for cost reduction and elimination of unnecessary expenses
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above


Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with
    coursework in business or public administration
  • Requires three years of responsible administrative experience in a public or business organization


Specialized Skills

  • Of the noted experience, requires a minimum of 2 years of experience in the administration/implementation of telecommunications systems


Preferred Qualifications

  • 2 years of professional experience in the administration/implementation of telecommunications systems
  • 2 years of professional experience in a public or business organization utilizing extensive knowledge of telecommunications systems and operations
  • 3 years of professional experience in a public or business organization utilizing the ability to develop and manage a statewide program
  • 3 years of professional experience in a public or business organization utilizing the ability to develop, install, and evaluate new and revised methods, procedures, and performance standards
  • 3 years supervising telecommunications staff or developing training on telecommunications systems for a public or business organization
  • 3 years of experience in a public or business organization utilizing computer skills, particularly in Excel, and a working knowledge of other Microsoft Office products (Outlook and Word) or similar programs
