Description

The Staff Program Controls Specialist leads the project controls efforts and is responsible for the daily management of the project controls tasks. They are responsible for providing input to the program controls plan as developed by the program controls manager. They support and may conduct the training, mentoring and support of both internal and external stakeholders in regard to the project controls technology and process.
  • Develop and execute project controls quality and consistency plans on a program, interface with the clients, attend program meetings, and create statistical reports for the program team and management on a recurring or ad hoc basis.
  • Support the implementation and maintenance of the program reporting data warehouse and produce client facing program controls reports and data.
  • Support clients in configuring program functions in the planning & controls software.
  • Support program management through critical path scheduling, estimating, project cost management, forecasting, document control, and reporting across a program.
  • Perform quality review and implementation of program execution manuals.
  • Support quality review of Earned Value Management system reporting.
  • Perform quality review, input and document changes and present cost management and forecast reports to program stakeholders.
  • Input data to, document changes of, perform quality reviews of, and present cost management reports to program stakeholders.
  • Develop and present a cash flow reports to program stakeholders.
  • Analyze data, review logs, and run reports in the planning & controls software.
  • Create Work Breakdown Structure (WBS), develop various levels of schedules, apply logic ties within the schedules, and perform schedule what-if scenarios to identify and proactively monitor progress risks.
  • Develop and execute, review, and analyze pre-programmed program scheduling reports and supporting documentation for accuracy.
  • Monitor resource loading of a schedule.
  • Input and validate progress measurement and maintaining progress curves.
  • Perform field audits to validate accuracy of reporting and processes.
  • Support implementation and risk management processes by identifying and mitigating risk potentials to the project.
  • Support the Interactive Program Planning Meetings (IPPM).
  • Analyze forecasted program costs including performance against an established schedule with critical milestones.
  • Serve as a point of contact for technical project controls questions from the program team.
  • Assist senior controls personnel with updates to internally facing financial systems.
  • Assist in communicating the impact of changes to internal financials as directed.
  • Maintain effective relationships with existing and potential clients, customers and contractors.
  • Performs other duties as assigned.
  • Complies with all policies and standards.

Qualifications
  • Bachelor's degree in engineering, construction management, or related field and 3 years of direct project controls experience required.
  • Applicable experience may be substituted for the degree requirement.
  • Experience with Oracle Primavera P6 preferred.
  • Excellent written and verbal communication skills.
  • Excellent interpersonal skills.
  • Proficient with Microsoft Office.
  • Ability to obtain OSHA 10-hour safety certification.
