What You'll Be Doing...The Staff Budget Analyst is a key member of the MBD team who is responsible for supporting and providing exemplary customer service primarily to the Port Authority's Technology Department, as well as other assigned Staff Departments. The position will report to a Supervising Financial Analyst on the Budget Performance & Analysis team and will work in close coordination and collaboration with the entire MBD team, the finance suite, and the finance teams located within the Technology Department.
Responsibilities
- Reviewing and analyzing assigned departments' annual Budget submissions in close coordination with the client Staff Departments to ensure alignment with Budget targets, planning guidance, and agency priorities.
- Reviewing, evaluating, and presenting monthly financial performance results to ensure financial integrity and alignment with the Budget (including coordinating with the Departments to identify offsets as needed) as well as identifying emerging trends in the agency business models.
- Reviewing and analyzing resource requests and preparing recommendations based on the review of agency authorization documents, including Board Items and Memorandums of Justifications and Authorizations, and other resource requests including staffing assessments, to ensure the highest and best use of agency resources and consistency with the approved Budget and agency priorities.
- Verifying that department Budget submissions are properly consolidated in the agency's enterprise Budget system-BudgetPro-to help prepare the annual Budget Book and other Budget presentations and memorandums for the Board of Commissioners and executive leadership.
- Coordinating with various Departments both inside and outside the Finance suite, including (but not limited to) Comptroller's, Office of Financial Planning, Operation Services, and Real Estate, to develop Budget recommendations, ensure accurate accounting transactions, and monitor the impact of economic conditions on revenues and expenses.
- Participating in RFP committees, task forces, and other special projects to represent the agency's financial interests.
Minimum Qualifications
- A Bachelor's degree from an accredited college or university in Finance, Accounting, Public Administration, or a related field and/or a minimum of 3 years of experience in financial or operational analysis, accounting, and/or budgeting.
- Ability to identify and analyze financial issues, and ultimately recommend solutions or alternatives.
- Excellent oral and written presentation skills, with the ability to present and discuss financial information clearly and concisely.
- Detail oriented in both developing financial spreadsheets and in summarizing those results to Departmental leadership including implementing robust quality controls on spreadsheets and ensuring financial accuracy.
- Proficiency with using Microsoft Office applications such as Word, Excel and PowerPoint to analyze, track, persuade, or recommend.
Desired Qualifications
- Experience with the Port Authority's financial, operating and capital budgeting and accounting and reporting structure, or similar processes at a similar sized organization, and the Port Authority's corporate financial systems, including SAP, PeopleSoft, Oracle Hyperion, and ICMS/Cognos.
- A customer experience mindset and curiosity to learn about the operations of the Technology and other Staff Departments that play a vital role in keeping the agency moving.
- Experience with database and visualization tools like Oracle Hyperion/Essbase and PowerBI.

The Port Authority of New York and New Jersey anticipates that the actual salary offered to a successful candidate will depend on aspects such as experience, knowledge, skills, abilities, and internal factors.
The expected compensation range for this role is:
Minimum: $82,862 Midpoint: $107,710 Maximum: $132,574
In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week, subject to operational and business needs.
