Job DescriptionThe Sr. Specialist of the NDT Contracts Oversight group in the Welding Center of Excellence Engineering section will be responsible for managing all Non-Destructive Testing (NDT) work in coordination with Construction, Transmission Maintenance, Major Project Engineering and other organizations as needed. This role requires a strategic thinker with a keen eye for detail and a strong understanding of NDT processes and contract management. The responsibilities include scheduling NDT work, maintaining OQ compliance in ITS and collaborating with different organizations to ensure work is completed in a timely manner, and hours are recorded and reported accurately for payment processing. Maintain tracking of scheduled field activities on any ongoing transmission main work This role will also require the Sr. Specialist to perform frequent field visits to complete Contractor Evaluation Reports.
ResponsibilitiesCore Responsibilities- Collaborate with Major Projects, Transmission Maintenance, Construction, and other organizations to support field work by ensuring NDT vendors are available when needed.
- Develop and maintain relationships with Supply Chain, NDT vendors and service providers.
- Schedule NDT vendors for ongoing projects and ensure timely delivery of services.
- Implement a tracking system for vendor hours and services to ensure accurate billing.
- Maintain compliance with industry regulations by managing NDT certifications (OQ program) and quality plans.
- Monitor and ensure compliance concerning AWS, ASNT certifications and API 1104 as it pertains to all vendors.
- Knowledge of the contractor oversight system.
- Conduct field visits to perform Contractor Evaluation Reports (CERs) as required.
- Emphasize professionalism, honesty, concern, excellence, and teamwork within the department and our vendors.
- Identify process automation opportunities using data analytics and technology to provide efficiencies and create data transparency.
- Work closely with the Field Operations and Engineering team to identify opportunity improvements and implement collaborative solutions to ensure vendor oversight and accountability.
- Monitor and ensure compliance concerning AWS, ASNT certifications and API 1104 as it pertains to all vendors.
- Perform other related tasks and assignments as required.
QualificationsRequired Education/Experience- Bachelor's Degree and 3 years full-time related work experience or
- Associate's Degree and 5 years full-time related work experience. or
- High School Diploma/GED and 8 years full-time related work experience.
Relevant Work Experience- Strong proficiency in Microsoft Office, required.
- Work experience in vendor management, procurement, invoicing inclusive of payments, data tracking and/or analytics, and financial management, required.
- 3-5 years working knowledge of construction and gas work practices, required.
- Ability to build rapport, develop a working relationship, and influence employees at all company levels, required.
- Excellent verbal, written, communication and interpersonal skills, required.
- Excellent data and problem solving skills, required.
- Experience with NDT techniques and quality assurance processes, preferred.
- Experience in gas industry or with pipeline projects, preferred.
- Experience in welding and/or quality control and/or quality assurance, preferred.
- Knowledge of API 1104, ASME or other standards and/or codes, preferred.

Additional Physical Demands- The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.

- Able to work in all weather conditions, i.e. excessive heat and/or cold.
- Perform extended driving through heavy traffic and severe off-road conditions, if required.
- Stand, walk, lift, climb, bend, kneel, stoop, and/or reach for the duration of the workday.
- Ability to travel to company locations to work on storm restoration and heat contingencies.
- Able and willing to travel within Company service territory, as needed.
