Full Job Description
Summary:

Acquires right of way and other property right interest as appropriate for the construction, operation, maintenance, or removal of facilities.

Essential Duties & Responsibilities:
  • Acquire right of way and other property right interest as appropriate for the construction, operation, maintenance, or removal of facilities, in a manner that avoids litigation.
  • Negotiates the settlement of property damage and loss claims associated with the construction, maintenance, or removal of facilities. Establishes value with regard to land rights acquisition.
  • Prepares and services all necessary permits for the construction and maintenance of facilities. Prepares and secures necessary encroachment agreements.
  • Resolves encroachments, damage claims, and landowner complaints and inquiries.
  • Communicate with land developers, government agencies, and landowners to protect right of way from excessive encroachments.
  • Prepare the appropriate encroachment documentation as defined by the company encroachment policy and procedures.
  • Interfaces with corporate management, operations personnel, field engineering, legal department, construction personnel, and right-of-way service company personnel.
  • Communicates, associates, and negotiates with landowners, tenants, lawyers, federal, state, county, city, private corporations, and any other institution possessing an interest in land in order to acquire necessary property rights.
  • Represents Company in public hearings, trials, condemnations, and other appearances on behalf of company as necessary.
  • Coordinates third party agent activities when necessary.
  • Serves as a technical resource regarding right of way related matters.


Requirements:

Education and/or Experience, Knowledge, Skills and Abilities:

Bachelor's degree required, and a minimum of 5+ years work experience with working knowledge of pipeline right of way and real estate transactions and practices.

  • Knowledge of Right of Way must span an adequate understanding of legal views, government regulations of pipeline industry, engineering, state one-call systems, maps and drawings, public relations, negotiation, property management.
  • Demonstrated problem solving skills addressing and executing solutions to complex problems
  • Ability to promote cooperation and commitment within a team to achieve goals and deliverables
  • Ability to effectively handle pressures and demands of deadlines and competing priorities
  • Knowledge of real estate principles, rules and regulations pertaining to the acquisition of rights-of-way, licenses, permits and other land rights is favorable
  • Ability to read, understand and prepare technical documents such as easements, leases, licenses, etc. is preferred
  • Excellent oral and written communications skills both internally and externally
  • Possess computer competencies including but not limited to Word, Excel, Adobe Acrobat, ability to navigate Databases, etc.
  • Ability to leverage formulas in Excel to help interpret accounting related information and reports
  • Strong Interpersonal skills - high degree of interaction with a variety of groups from field construction personnel, vendors and internal personnel (environmental, engineering, operations).
  • Demonstrated ability to plan, schedule prioritize and forecast multiple processes and priorities
  • Must be team-oriented and self-directed.
  • Attention to detail, strong organizational skills, and dependability.
  • Must be flexible, adaptable, and possess a high level of initiative.
  • Must display good judgment and the ability to prioritize multiple deadlines.
  • Must be self-motivated, dependable, and trustworthy, with the ability to work autonomously and deliver results without direct supervision.
  • On call for emergency response.
  • Bi-lingual preferred (Spanish) but not required.


Special Considerations:
  • Knowledge of Right of Way must span an adequate understanding of legal views, government regulations of pipeline industry, engineering, state one-call systems, maps and drawings, public relations, negotiation, property management.
  • Ability to make decisions based upon sound judgment.
  • A self-starter who will take initiative and who works well with minimum supervision.
  • May support other Right of Way Agents working on a variety of capital, operational and maintenance field projects.
  • Travel and odd work hours on occasion.
  • On call for emergency response.


Working Conditions:
  • The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
  • Normal office working conditions.
  • Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing.
  • Extensive travel, including occasional overnight travel required.
