About the Position

We are seeking an experienced Senior Technical Project Manager and Subject Matter Expert (SME) in Federal Records Management to support Office of Records Management Services (ORMS) strategic initiatives. This role requires a seasoned professional with deep knowledge of federal compliance standards, project management expertise, and the ability to lead complex initiatives in a federal environment.

Location: Remote (with some travel to DC multiple times per year for meetings)

Key Responsibilities:

Project Management & Execution
  • Lead and execute all project management activities, including milestone tracking for ORMS strategic initiatives
  • Develop, implement, and maintain a comprehensive Project Management Plan (PMP) aligned with industry best practices
  • Define and maintain business processes, Work Breakdown Structures (WBS), detailed schedules, key milestones, and resource plans
  • Provide ongoing updates to the Government on PMP status and progress as requested

Reporting & Documentation
  • Prepare and submit Monthly Progress Reports detailing the status of assigned tasks
  • Develop and deliver an Annual Summary Report summarizing accomplishments, performance metrics, open items, and areas of concern
  • Produce Special Status Reports to highlight key activities and updates between reporting cycles
  • Ensure high-quality technical writing aligned with federal standards

Meeting & Stakeholder Management
  • Facilitate executive-level meetings, including:
    • Agenda development
    • Briefing material preparation
    • Documentation of meeting minutes, action items, and decisions
  • Support leadership communication and coordination across stakeholders

Quality & Risk Management
  • Provide quality assurance and risk management support for all contract activities
  • Monitor performance against project objectives and identify mitigation strategies

Technical & Systems Support
  • Deliver technical project management support for:
    • Correspondence management processing systems
    • Public inquiry management via web-based platforms
    • Section 508 compliance standards
    • Collaboration tools such as SharePoint

Required Qualifications:
  • Minimum 10 years of experience providing business services to Federal organizations
  • Demonstrated expertise as a Subject Matter Expert (SME) in:
    • Federal Records Management
    • FOIA and FACA requirements
    • Section 508 regulations
    • Federal technical writing standards
  • Ability to obtain and maintain a Public Trust clearance

Preferred Qualifications:
  • Certification in Federal Records Management or equivalent
  • Experience supporting Natural Resources organizations
  • PMP (Project Management Professional) or related certification
