Overview

V2X is seeking a professional who will provide Strategic Facilities Planning and Engineering, as well as identify and implement solutions for complex challenges related to the successful planning, programming, engineering, operations, and management of NGA facilities.

The position requires to be onsite and have an active TS/SCI clearance with the ability to obtain and maintain a Counterintelligence (CI) Polygraph.

This position is contingent based on contract award.

Responsibilities

  • The candidate shall provide key and independent advice to Director of Installations Operations Office (SIO) and other senior NGA leadership and organizational teams supporting the Facility Programs Office (SIOF). The candidate must be able to perform the associated tasks and responsibilities in the functional areas outlined below.
  • Duties include:
  • Provide executive-level facilities planning, operations, design, construction management, strategic planning, control, coordination, space management and program management expertise, counsel and advice for the development and execution of comprehensive facilities operations plans and programs.
  • Provide situational awareness, independent assessments, and recommendations regarding employment of tactics and strategies for full spectrum, cradle-to-grave facilities operations.
  • Support the development and implementation of managerial guidance, technical direction, and acquisition strategies and solutions to swiftly resolve complex facilities challenges.
  • Work with SIO leadership and task leads to ensure the establishment of sound operational business practices that yield quality results, remain within budgetary constraints, and meet targeted deadlines.
  • Lead/assist with completion of intra-NGA and/or inter-IC needs assessments and identify solutions that mitigate and/or manage anticipated or unknown risks.
  • Research and develop courses of action, assess risks and opportunities, estimate resource requirements and recommend solutions regarding strategic facilities management issues and tasks.
  • Assist with critical assessment, development, and execution of improvements to governing NGA corporate and site-specific facilities operations plans that reflect best industry practices and assures continuity of operations and mission assurance at all NGA sites.
  • Direct research, development, evaluation and implementation of new products, services, technology, and processes to ensure NGA full mission capability in anticipation of changing customer needs within the dynamic operational environment.
  • Develop written and oral reports, comprehensive studies, and/or executive level engagements and presentations for both intra-NGA and higher-level recipients and audiences.

Qualifications

  • Education / Certifications: One-year related experience may be substituted for one year of education, if degree is required.

  • Required Experience:
    • 20+ Years' experience as one or more of the following jobs: Associate, Functional Expert/Consultant (Policy Support), Sr. Requirements Developer, Sr. Associate, Subject Matter Expert (SME), SME Level (Strategic Planning), SME Level (Policy Support), Functional/Expert Consultant, Senior Military Planner, Scenario Development Team Lead, Quality Assurance Advisor, Senior Quality Analyst, Sr. Level Consultant.
    • Demonstrated experience working in program or large project management.
    • Demonstrated experience working on cross-functional teams.
    • Demonstrated experience in a distinct functional or cross-functional business area related to facilities operations, management or programming.
    • Experience may be broad-based crossing multiple markets (i.e., government, industry) and may also include relevant/associated certifications and knowledge of applicable tools, methodologies, or best practices.
    • Registration as a professional engineer in one of the 50 US states or a US Territory.
    • Knowledge and experience with building or facility plans, designs, configuration, and equipment maintenance.
    • Knowledge of Leadership in Energy and Environmental Design (LEED), Uptime Institute Data Center, ASHRAE and NEC standards.
    • Knowledge of facility/building systems such as structural, electrical, mechanical, plumbing, sophisticated control systems, pavement and integrated personnel security and protection systems related to facilities engineering and operations.
    • Extensive experience in complex facilities engineering and operations.
  • Desired Experience:
    • Experience leading teams.
    • Experience working with the Intelligence Community (IC).
    • Experience working with NGA.
    • Demonstrated experience navigating through ambiguous circumstances/situations and proposing innovative solutions to resolve technical and related issues
    • Customer Service experience in federal and or intelligence community.
    • Project Management Professional (PMP) certification.
  • Skills & Technology Used:
    • Application of in- depth expertise in such fields as: engineering and technology; policy and administration; planning; analysis; training and development; facilities; business; and management.
    • Works closely with assigned staff, senior specialists or task leads.
    • Comprehensive computer knowledge and understanding of Microsoft Office programs.
    • Additional skills include the following: briefing skills, project management, organizational skills, and communication skills.
    • Strong communication (oral and written), interpersonal and customer service skills.
