JOB DESCRIPTION

Provides operational leadership to individual contributors and hourly staff to ensure the execution of daily tasks and activities including driver deliveries, loading/unloading of trailers, and cross docking operations in a manner consistent with Baltimore County Public Schools (BCPS) services and cost objectives. Supervises most processes directly related to warehouse operations, including staff and equipment scheduling. Performs other duties as assigned.


JOB RESPONSIBILITIES
  • Communicates performance standards to the hourly staff.  Participates in the hiring process of hourly staff.  Monitor attendance, productivity, and other performance markers and to provide counseling and/or recognition to staff as needed. Evaluates staff and takes appropriate performance management actions as needed.
  • Supervise logistics and maintenance warehouse operations, to include supervision of shop supervisors, customer service representatives, freight loading and unloading, picking and proper documentation and procedure control. Evaluate and recommend changes in preferred work methods to increase productivity of warehouse operations. Assist in new staff training. Have a thorough working knowledge of the site's operating systems in order to ensure operational compliance and correct exception resolution.
  • Prepares and maintains accurate and timely records and reports.  Properly plans work assignments to ensure effective use of fleet and warehouse equipment. Work with hourly staff to ensure safe and efficient equipment operation.
  • Provides for the development, implementation, and assessment of office goals, policies, and procedures. Ensure communication with the customer and ensure we are committed to helping them meet their objectives and expectations.  Determine areas that could benefit from continuous improvement efforts. 
  • Performs special projects as assigned.  Prepares and presents reports.  Researches, develops, and communicates recommendations and solutions to issues. Reviews contractor requests for payments. Maintains and reviews records of project progress.  Prepares correspondence relating to contracts.  Provides assistance and support to the Supervisor and the Logistics Manager when needed.
  • Reviews construction plans, material specifications, and related documents.  Reviews and comments on contract documents.  Reviews proposals for changes, additions, and deletions to contracts.  Prepares contract addendums.
  • Supervises and inspects work performed by contractors, vendors, consultants, and in-house staff. Ensures that the work adheres to established schedules, standards, and contracts.  Meets with and coordinates project work with school-based administrators, contractors, departmental staff, and others.  Facilitates the timely and accurate completion of project work. 
  • Responds to building and equipment emergency events. Prepares and implements short and long-range plans for the preventive maintenance and repair of material handling equipment.  Researches, gathers, and analyzes cost data. 

JOB QUALIFICATIONS

Education, Training and Experience:

  • Associate of Arts degree or the equivalent of two years of college coursework.  
  • Six years of experience in logistics, distribution, warehousing, and transportation experience.  
  • Three years of related supervisory experience. 
  • Bachelor’s degree from an accredited college or university is preferred.

Knowledge, Skills, and Abilities:

  • Knowledge of the principles and practices of receiving, storing, issuing, and distributing supplies, materials, and equipment.  
  • Knowledge of inventory maintenance and control. 
  • Knowledge of the principles and practices of procurement. 
  • Knowledge of material handling and fleet equipment. 
  • Knowledge of safety regulations and guidelines. 
  • Knowledge of the safe operations of a distribution center and mail center.
  • Skill in contract administration. 
  • Skill in the preparation and review of contract documents. 
  • Skill in overseeing, coordinating, and inspecting work performed by contractors, vendors, and consultants. 
  • Skill in preparing reports.
  • Ability to supervise staff. 
  • Ability to establish and maintain working relationships with contractors, school-based administrators, and others. 
  • Ability to communicate effectively. 
  • Ability to maintain confidential information.

     

PHYSICAL AND ENVIRONMENTAL CONDITIONS: 

The duties of this class require travel to work sites throughout Baltimore County.

 

CONDITIONS OF EMPLOYMENT: 

Persons appointed to this class are designated as Essential-As-Needed personnel and are required to work when schools and/or offices are closed during adverse weather conditions or any other emergency when contacted and directed to do so.  Employees may be required to work beyond their normally scheduled hours with little or no advanced notice.

 

FLSA:  Exempt

 

RETIREMENT:       Eligible for the Baltimore County Employees’ Retirement System.

 

GRADE:   OPE Grade 08

 

 

SALARY:      $92,235 - $148,354

OTHER COMPENSATION: Position may be eligible for relocation bonus, extra duty activities pay, or other student activities pay as defined in the applicable Bargaining Unit Agreement.
