PURPOSE OF THE JOB- Assists Director, Government Relations in managing corporate legislative affairs and public policy on local, state and federal level. Identifies and tracks legislation, develops policy, represents corporation in Congress, the legislature and the community on legislative and health policy issues

Preferred LicensesPreferred CertificationsESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES- Assist in supervising corporation's government relations activities on local, state and federal levels, involving local and state elected officials, Congress and key state and federal agencies.
- Manage legislative issues including lobbying lawmakers, contacting staff, negotiating with stakeholders, preparing amendments, and testifying in committee.
- Identify, summarize and track legislation that impacts the corporation and help develop corporate positions on public policy issues.
- Develop and execute strategies to address public policy issues affecting the corporation.
- Develop internal and external communications on legislative and health policy issues. Draft and present legislative and political updates for provider and broker newsletters, PAC members, management and other groups.
- Research health care, health insurance and legislative issues and stay up to date on health care and health insurance trends.
- Work with chambers of commerce and other associations and stakeholders. Take the lead in at least one chamber's public affairs committee.
- Serve as corporation's alternate congressional relations coordinator and state relations coordinator for the Blue Cross Blue Shield Association. Attend Association meetings and participate in Association conference calls.
- Foster and maintain positive relationships with lawmakers, Governor's Office, business organizations and community leaders to enhance the corporation's public policy positions.
- Assist in managing the corporation's political action committee (PAC), including drafting contribution requests and managing the approval process, writing political updates for members, coordinating meetings, tracking all PAC and executive contributions, and ensuring regulatory compliance. Attend political fundraising events as a representative of the PAC and Corporation.
- Oversee compliance with state lobbying disclosure laws and reporting.
- Assist employees of the corporation who wish to become involved in the political process.
- The position has an onsite expectation of 2 days per week and requires a full-time work schedule. Full-time is defined as working at least 40 hours per week, plus any additional hours as requested or as needed to meet business requirements.
