Your Role

The Healthcare Quality & Affordability (HQA) Project Management Office (PMO) team drives strategic outcomes for the HQA division and executes initiatives including schedule, scope, resource and financial management. The Senior Manager, Project & Program Management will report to the Director, HQA Strategic Planning and Performance. In this role you will provide leadership, oversight and direction of assigned scope within scope of the HQA PMO.

Responsibilities

Your Work

In this role, you will:
  • Own delivery of committed business outcomes and benefits realization in partnership with business owners during implementation.
  • Ensure outcome accountability and assessment with your team during implementation. Document (progress against) outcomes on an ongoing basis. Advise on scope to stop mid-execution if expected benefits can't be realized.
  • Build high performing teams, continuously assessing team performance and attracting, retaining and growing the right talent.
  • Ensure consistent application of PMO standards, methodologies, and tools across all projects, driving execution rigor and quality.
  • Lead and/or facilitate executive and senior leadership meetings. Drive escalated issues to resolution. Oversee escalated change requests.
  • Oversee and manage program managers, project managers and analysts in support of project delivery. Grow people management skills in staff who aspire to be people leaders. Support during escalations.
  • Ensure project teams, including internal and external resources are assembled and work with leads and teams across the enterprise to identify work and resources.
  • Ensure PMs work across the enterprise to understand dependencies and manage those to support the projects.
  • Maintain the Portfolio execution roadmap within your assigned scope to ensure all work is aligned to business objectives.
  • Add new work to the execution roadmap utilizing capacity planning process - align with key leaders on capacity allocation.
  • Translate complex program status into clear, concise executive-level insights, highlighting decisions, risks, and tradeoffs.
  • Collaborate across the enterprise to deliver against our portfolio commitments.


Qualifications

Your Knowledge and Experience
  • Bachelor's degree or equivalent experience required. A degree in computer science, business, or related discipline is preferred
  • 10 years of project management experience required with 5 years leading portfolio management in a fast-paced, enterprise environment strongly preferred
  • 4 years of direct people management experience required.
  • PMP/PMI or equivalent certification preferred.
  • Familiarity with business process re-engineering and proven leader with creative solutioning experience.
  • Experience leading projects and portfolios with technology components that involve external stakeholder partnerships.
  • Excellent interpersonal and communication skills and proven ability to work effectively with various organizational levels (from VPs to subordinates).
  • Strong ability to resolve escalated issues and navigate complex stakeholder environments.
  • Experience establishing project structures, execution roadmaps, and portfolio oversight models.
  • Experience with health plan Provider Networks and/or managed care organization preferred.
  • Proven ability to assemble and lead cross-functional teams, including internal and external resources.
  • Ability to report decision-ready information with concise recommendations.


Hybrid

This role requires employees to be in-office based on our hybrid workplace model, balancing purposeful in-person collaboration with flexibility. For most teams, this means coming into the office two days each week.

Employees living more than 50 miles from an office location will work with their manager to determine in-office time based on business need.

Physical Requirements:

Office Environment - roles involving part to full time schedule in Office Environment. Based in our physical offices and work from home office/deskwork - Activity level: Sedentary, frequency most of work day.
