Full Job Description
This position provides leadership, technical direction, and oversight of Facility Operations as it relates to FOD responsibilities, and directs daily Operations, provides Facility oversight, and coordinates facility activities. While working to achieve N3B LLCC objectives, the Operations Manager will ensure all activities and operations are performed in a safe and deliberate manner; will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.

The Operations Manager will ensure the overall safety and security of operations within their assigned facilities, and will ensure deployed functions (e.g. Engineering, Maintenance, ESH) are accountable for their performance in support of Operations in their respective areas of responsibility. The Operations Manager will strive to provide extraordinary customer service to facility tenants, programmatic operations, and other customers within assigned facilities. The Operations Manager will have through knowledge of N3B Conduct of Maintenance, Conduct of Engineering, Conduct of Operations and quality assurance programs.

The Operations Manager 4 reports to the Facility Operations Director for CH-TRU Facilities in support of the N3B facility portfolio.

Essential Duties/Responsibilities (may include, but are not limited to):
  • The Operations Manager will provide management and operational oversight for the Facility Operations Center by ensuring tracking, managing, and performance, of surveillances meets facility compliance of the safety basis.
  • The Operations Manager is responsible for the management of Facility Operations employees, management of the facility footprint and will actively participate in the achievement of organizational goals for programmatic, business, and operational excellence of the N3B CH-TRU group.
  • The Operations Manager will be responsible for recruiting, mentoring, and training qualified staff, promoting safety, security, and quality in all operations; exercising prudent fiscal and property management; promoting teamwork within the organization, and promoting a positive work environment.
  • Providing leadership, communication, and coordination for all support organizations addressing nuclear facility issues.
  • This position is responsible for the facility management and safe execution of day-to-day activities.
  • Implementation of safety basis requirements and implementation of facility systems, components, operations practices, N3B policies and procedures.
  • The Operations Manager will routinely interact, at a senior level, with DOE and DFNSB, senior peers, and various personnel in coordinating characterization, certification, and disposition of waste items and ensuring compliance with regulatory requirements with regard to receipt, storage and disposal of waste items.
  • Establishing and communicating a strategic vision for successful nuclear or radiological facility operations, mission accomplishments and implementation of continuous improvements.
  • Work will be performed in a complex environment involving radiological control and security areas. Work will be performed both inside and outside of buildings in varying weather conditions. This position requires job specific/site specific training.

Minimum Qualifications (Knowledge, Skills, Abilities):

  • Advanced management and/or supervisory experience in nuclear waste operations disciplines and/or related experience.
  • Advanced experience with operations in a Category 2 Nuclear Facility.
  • Advanced expertise in client/customer focus, team building skills, business acumen and orientation, and a focus on results.
  • Advanced experience in coordinating readiness activities.
  • Advanced knowledge of nuclear waste operations, including experience developing policy and procedure documentation.
  • Advanced knowledge of working and adhering to safety basis, technical safety requirements, and applicable government regulations affecting radiological waste operational activities.
  • Advanced experience in participating in strategic planning, the development of performance objectives, and meeting related milestones.
  • Excellent written and oral communications as evidenced by internal and external interactions, including briefings, presentations and formal reports.
  • Must have an advanced understanding of work hazards, safety practices, and operating configurations
  • Advanced experience working in a team environment with a strong safety culture
  • Extensive work experience in a quality-oriented environment requiring a high degree of attention to detail
  • Advanced experience with handling, storing and transporting solid, liquid, hazardous, radioactive, and/or mixed wastes
  • Advanced knowledge with applicable local, state, and federal laws and regulations relating to the handling of solid, liquid, hazardous, radioactive, and/or mixed wastes
  • Advanced knowledge with legal requirements and environmental impacts affecting facility operations and administration
  • Ability to understand inspection and/or characterization data on waste containers
  • Advanced experience in documentation and maintenance of records for solid, liquid, hazardous, radioactive, and/or mixed wastes


Education and Experience Required:

Bachelors' degree combined with at least 10 years relative experience. Experience should include a minimum of 5 years' of management responsibility. However, a combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position's duties and responsibilities have been adequately demonstrated is acceptable.

Education Equivalency: 2 years of relevant experience for 1 year of college.

Business Associations:

Interacts frequently with internal and external management and senior-level customer representatives concerning projects, operational decisions, scheduling requirements, and/or contractual clarifications. Leads briefings and technical meetings for internal and external representatives.

Impact: Decisions have an extended impact on work processes and outcomes. Erroneous decisions result in critical delays and modifications to projects or operations, cause substantial expenditure of additional time, human resources, and funds, and jeopardize future business activity.

Working Conditions and Physical Requirements:

Normally assigned to perform work in an office environment. Only electrical hazards and other minor potential hazards normally found in an office environment are anticipated. Job performance requires adequate visual acuity and manual dexterity for meeting the requirements of the discipline. Office work environment.

This role will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
