SummaryThe Sr. Manager, Field Construction Services provides strategic leadership and oversight for all field-based construction safety support activities across Energy Transfer's pipeline, terminal, facility, and infrastructure portfolio. This role leads third-party inspection safety programs, ensures rigorous safety and quality performance, and drives consistent execution standards across geographically dispersed construction sites. The Sr. Manager serves as a critical liaison for safety between field operations, project management, engineering, and contractor partners, ensuring safe, compliant, and efficient construction delivery.
Key ResponsibilitiesField Construction Leadership- Lead Field Construction Services teams supporting safety programs for pipeline, facility, terminal, and infrastructure projects across multiple regions.
- Oversee day-to-day field saftey support, ensuring alignment with project schedules, engineering requirements, and operational constraints.
- Provide expert guidance on constructability, field readiness, and execution risk mitigation.
- Ensure consistent application of Energy Transfer construction standards, procedures, and best practices.
Inspection & Quality Oversight- Direct third-party safety inspection teams, including performance management, workload planning, and compliance oversight.
- Lead review and approval of safety inspection reports and safety observations
- Ensure safety inspection activities meet regulatory, engineering, and internal safety requirements.
- Manage vendor relationships for inspection and field services, ensuring accountability and high-quality deliverables.
Safety Leadership- Champion a strong safety culture across all construction sites, emphasizing proactive hazard identification and mitigation.
- Oversee third-party safety inspection reviews and ensure corrective actions are implemented.
- Apply EMT expertise to support emergency response readiness, incident response coordination, and field medical preparedness.
- Partner with HSE teams to ensure compliance with OSHA, DOT/PHMSA, and Energy Transfer safety standards.
Cross-Functional Collaboration- Work closely with Engineering, Project Management, Operations, Integrity, Environmental, and Supply Chain teams to support project planning and execution.
- Provide field-based safety insights during design, planning, and constructability reviews.
Program Management & Reporting- Develop and manage budgets for inspection and field services programs.
- Track performance metrics, contractor utilization, safety trends, and inspection quality indicators.
- Prepare executive-level reporting on field performance, risks, and mitigation strategies.
- Drive continuous improvement initiatives across construction support functions.
People Leadership- Lead, mentor, and develop field support staff.
- Build a high-performance culture focused on safety, accountability, and operational excellence.
- Support workforce planning, succession development, and contractor resource strategy.
QualificationsRequired- 10+ years of experience in construction, inspection oversight, or field execution within midstream, pipeline, or industrial energy environments.
- Extensive experience managing third-party inspection teams and reviewing safety/quality inspection programs.
- Bilingual (English/Spanish) with strong communication skills across field and corporate environments.
- Deep understanding of construction methods, field operations, and inspection processes for pipelines, facilities, and related infrastructure.
- Strong safety background with experience applying OSHA, DOT/PHMSA, and industry safety standards in construction environments.
- Experience working both in the field and in an office/corporate setting.
- Proven leadership experience managing distributed teams and contractor partners.
- Strong analytical, organizational, and reporting skills.
Preferred- Experience in a large midstream operator or EPC environment.
- Knowledge of Energy Transfer inspection processes, and safety programs.
- OSHA 30 hour Construction Certificate.
• Experience applying Human and Organizational Performance (HOP) principles.
- Experience supporting emergency response or medical programs in industrial settings.

• EMT, Advanced EMT (AEMT), Paramedic, or higher EMS certification
Beneficial but Not Required• Familiarity with API 1169, CWI, and AMPP/NACE inspection programs.
• Experience supporting construction inspection and quality assurance programs.
