What to Expect

The Sr. Engineer, Asset provides technical support to ensure safe reliable, and efficient operation of liquid pipelines, storage tanks, and terminal facilities across the Phillips 66 Midstream North Region, based in Billings, MT. The Sr. Engineer performs troubleshooting, failure analysis, and develops recommendations to improve equipment performance, system integrity, and operational efficiency. The Sr. Engineer works closely with multiple stakeholders including Operations, EHS, Integrity, Reliability, and Commercial to support daily operations and long-term asset strategy.

What You'll Do
  • Monitor liquid pipeline and terminal system performance, including pumps, tanks, meters, control systems, and pipeline hydraulics, while proposing changes to improve reliability, efficiency, and throughput and reduce operating costs.
  • Provide technical support for troubleshooting system process problems and operational issues, collaborating with operators, maintenance personnel, supervisors, managers, ROW landmen, attorneys, and environmental professionals.
  • Make good and timely decisions that keep the organization moving forward including technical and economic evaluations, performance testing, facility upgrades, and new project development while aligning with safety and environmental objectives.
  • Develop and maintain hydraulic models and system simulations for pipeline and terminal operations to support planning, scheduling, and system optimization.
  • Review and ensure application of engineering standards, regulations, and procedures, providing guidance to ensure quality, cost, safety, reliability, and performance requirements are met.
  • Plan and support development engineers with designs of a broad range of engineering projects in collaboration with other internal and/or external stakeholders.
  • Provide technical support for pipeline integrity management and Process Safety Management (PSM) programs at pipeline and terminal facilities, developing recommendations to reduce process safety and environmental risks.
  • Anticipate business or regulatory challenges. Suggest and implement process, product, or service improvements.
  • Engage in scoping, design, cost estimates, bidding, contractor selection, installation, and management of complex projects with the mastery to interpret plans, drawings, and specifications.
  • Participate in incident investigations, training, and commercial support.

  • Willing and able to perform and comply with the following, with or without reasonable accommodation:
    • Travel to field and training locations
    • Work in both indoor and outdoor environments, in conditions that may include heat, cold, humidity, or other inclement weather
    • Wear appropriate personal protective equipment (such as steel-toe shoes, ear, and eye protection)
    • Lift and transport articles weighing up to 50 pounds
    • Occasionally exert pulling force of up to 130 pounds
    • Occasionally climb ladders and access tanks or elevated structures


What Makes You Stand Out - Preferred
  • 5 or more years of engineering experience in midstream oil and gas
  • Intermediate or greater proficiency with hydraulic modeling software (e.g., Synergi, SPS, AFT, or equivalent)
  • Working knowledge of Occupational Safety and Health Administration (OSHA) and Department of Transportation (DOT) regulations such as DOT 195, and industry standards and practices such as API, ASME, ASTM, NACE, NFPA, etc.
  • Experience with facility design practices including pumps, tanks, piping design, valves, meters, instrumentation, electrical systems, SCADA, and pipeline control basics
  • Working knowledge of Process Safety Management (PSM) including Management of Change (MOC), Process Hazard Analysis (PHA) and Pre-Start-up Safety Review (PSSR), and Root Cause Analysis (RCA)


Compensation Range

This position has a base salary range of $141,300 - $172,700.

Midstream

The Phillips 66 Midstream business is a safe, reliable, and trusted provider for the movement, storage, gathering, and processing of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 70,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. Our capabilities include extensive natural gas gathering and processing operations, enhancing our wellhead-to-market strategy. We also provide the connectivity between the various Phillips 66 business units.
