Full Job Description
Flexible Work Arrangement: Hybrid - Audubon, PA

The Markets Automation and Quality Assurance team works with the core objective of improving tariff compliance, market process automation and development of standardized processes and templates to support market implementations.

The primary function of this role is to coordinate and support quality improvement activities to ensure PJM adheres to requirements in its governing documents and other FERC filed rules and regulations and that its business processes reflect this adherence. This role will require conducting cross-document traceability analysis to ensure requirements and market rules are consistently represented across governing documents, PJM manuals, policies, procedures, system specifications, and stakeholder communications.

To be successful in this role, the candidate must have:
  • Strong desire to understand how PJM market business rules, systems, and operational processes interact.
  • Learning agility to quickly understand emerging electricity market design topics.
  • Attention to detail and a questioning attitude while reviewing technical materials and ability to recognize contradictions, missing requirements, duplicated content, and downstream impacts across multiple interconnected documents.


Essential Duties
  • Collaborate with PJM Market Design and PJM Legal to ensure newly developed market rules are designed thoughtfully with respect to implementation complexity in order to minimize compliance risk.
  • Collaborate with Subject Matter Experts to ensure that Markets-related initiatives are being implemented in alignment with the requirements in the applicable governing document.
  • Perform detailed reviews of market rules, tariff language, business practice manuals, technical specifications, settlement documentation, operating procedures, and regulatory filings and recommend corrective actions when needed to reduce compliance risks or improve quality.
  • Coordinate and lead initiatives under the Markets Quality Improvement program. Develop and implement internal communication plans, supporting metrics, and status reporting related to the initiatives.
  • Develop and maintain templates and best practices documentation to improve consistency of markets project implementations and to promote a culture of quality and compliance.
  • Collaborate with Markets Project Managers and assist with impact assessment during project implementation to mitigate risk.
  • Collaborate with Principle Consultants - FERC Order Implementation and FERC & Reliability Compliance department to share situational awareness and identified issues related to market initiative implementation.
  • Work closely with Operational Excellence and Compliance departments to ensure adherence to all compliance requirements and support the PJM Operational Excellence program goals.


Characteristics & Qualifications:

Required
  • BS, Engineering, Economics & Mathematics
  • and/or Equivalent education and/or work experience
  • 0 to 8 years of experience in Electricity Markets, Bulk Electric Power Operations, Quality Improvement or Compliance expertise in the Electric Utility Industry
  • Demonstrated ability to review and interpret complex technical or regulatory documentation.
  • Strong analytical, critical thinking, and problem-solving skills.
  • Ability to manage multiple reviews simultaneously while maintaining a high level of accuracy and attention to detail.
  • Excellent written and verbal communication skills.


Preferred
  • At least 5 years of experience with PJM Agreements and Tariffs
  • Experience with PJM operations, markets, and planning function
  • Experience with PJM Stakeholder process
