Leidos is seeking an experienced Program Manager (PM) to support a high-visibility Intelligence Community customer within a challenging, dynamic, and mission-focused environment in the Virginia and Maryland area. The successful candidate will serve as a PM responsible for a Cost-Plus Award Fee contract, completion/deliverables based. This position requires extensive previous experience as a Program Manager experience in the Intelligence Community.
The PM will collaborate with government stakeholders, program leadership, financial professionals, and cross-functional teams to support mission success.
Primary ResponsibilitiesLeadership & Program Management- Responsible for management of all contract activities that impact Leidos' ability to meet the Government's requirements.
- Allocate and manage program resources, including staffing, facilities, budgets, recruitment and training (direct and indirect) on the contract.
- Review and approve Estimate to Complete, Contract Data Requirements (CDR) and other financial reports based on contractual requirements.
- Review risk and risk mitigation activities and report status to the Contracting Officer's Technical Representative (COTR).
- Prepare program status reviews and other formal reviews to be presented to the Government COTR. Communicate issues and solutions to the Government COTR.
- Ensure compliance with all regulatory and administrative requirements imposed by the contract in coordination with the Contractor's contracts staff.
- Review all financial and technical reports before release to the Government.
- Ensure cross-discipline integration within the contract to meet Government needs.
- Oversee financial performance, Basis of Estimates (BOEs), Engineering Change Proposals (ECPs), Estimates to Complete (ETC), funds and labor reporting, and review/approval of all required financial deliverables.
- Present Program Management Reviews (PMRs) to the customer.
Basic Qualifications- Active TS/SCI with Polygraph required.
- Bachelor's degree in Business, Engineering, Technology, Computer Science, or a related subject. Minimum of 10 years of experience working within or directly supporting the Intelligence Community.
- Minimum 15 years' experience in program/project management with programs of similar scope and size and/or complexity to include subcontract management experience.
- Demonstrated experience supporting the Office of the Director of National Intelligence (ODNI/DNI).
- Demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting.
- Strong verbal and written communication skills with experience presenting to senior government and contractor leadership.
- Proven ability to build relationships and collaborate effectively with customers, subcontractors, and cross-functional teams.
- Familiarity with a completion based/deliverables-based contract
- Relevant experience working with Intelligence Community organizations.
- Project Management certification (i.e. PMP) desired.
- Master's degree desired

Pay Range:Pay Range $154,050.00 - $278,475.00
