Position Description:

The Enterprise Logistics Management System (ELMS) is a major Department of Defense enterprise application supporting accountable property and logistics operations across all Defense Services and more than 50 Defense Agencies. ELMS manages over 80 million assets valued at more than $141 billion, serving as the Department's Accountable Property System of Record.
The system provides enterprise capabilities for:
. Property accountability
. Fleet management
. Real property
. Retail warehouse operations
. Internal use software
. Financial reporting

The Sr. Database Administrator (DBA) provides senior level database engineering leadership across the ELMS enterprise environment. This role oversees long range database administration planning, advanced design activities, and complex client/server database sustainment to ensure secure, efficient, and highly available data operations supporting critical DoD missions. This role also provides technical expertise and support in the use of Database Management Systems (DBMS), evaluating and recommending available DBMS products to support validated user requirements. Develops, implements, and maintains database backup and recovery procedures for the processing environments and ensures that data integrity, security, and recoverability are built into the DBMS applications.

This position is located in Harrisburg, PA.

Your future duties and responsibilities:

. Perform all activities related to administration of enterprise computerized databases.
. Project long range requirements for database administration, architecture, growth, and design in coordination with information systems leadership.
. Design, create, and maintain databases in a client/server environment, ensuring reliability, scalability, and compliance.
. Conduct quality control and perform auditing activities on client/server databases to ensure accurate and appropriate data usage.
. Advise users and system owners on access to various databases, data structures, and storage strategies.
. Design, implement, and maintain complex databases, including work related to JCL, access methods, access time, device allocation, validation checks, organization, protection/security, documentation, and statistical methods.
. Apply advanced knowledge of database technologies, development methodologies, and front end/back end programming languages (e.g., SQL) to strengthen ELMS sustainment.
. Perform database programming and support systems design efforts across multiple ELMS functional areas.
. Maintain database dictionaries, oversee enterprise standards and procedures, support file design/storage, and ensure integration of systems through structured database design

Required qualifications to be successful in this role:

. Five (5) years of progressive experience with database query languages such as Oracle, PL/SQL, SQL Server, and MS Access.
. Three (3) years of hands on experience and expertise in Relational Database Management Systems (RDBMS).
. Experience in Database Management Systems (DBMS) system analysis and programming.
. Experience using current Database Management Systems (DBMS) technologies and application design using various database management systems.
. Experience working across various operating systems and multiple programming languages.
. Experience in at least two projects within a large organization responsible for administering, operating, maintaining, and securing a large scale enterprise database.
. Based on the nature of the work, US citizenship and a Secret clearance are required.
Desired qualifications/non essential skills required:
. Demonstrated senior level expertise in enterprise SQL database engineering and sustainment.
. Proven ability to support modernization, capacity planning, and system integration in mission critical environments.
. Skill in diagnosing and resolving complex performance, scalability, and security issues.
. Strong collaboration skills working with developers, analysts, cybersecurity teams, and government stakeholders.

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $70,800.00 $156,700.00.
