Full Job Description
Raye IT Consulting is seeking experienced Capital Planning Analysts (SMEs) to support a federal agency client's IT Portfolio Management function. These roles serve as subject matter experts ensuring IT Capital Planning and Investment Control (CPIC) processes are accurate, compliant, and aligned with portfolio health objectives across a large, multi-agency shared-cost IT environment. This is a remote position performing work under a federal contract supporting an IT portfolio valued at approximately $1 billion annually.

Responsibilities:
• Develop and validate business cases (OMB-300 equivalents), investment artifacts, and data supporting investment health, performance, and departmental reviews
• Analyze spend plan and contract data to correctly align investment projects with portfolio objectives
• Ensure Earned Value Management (EVM) approaches align with both traditional and agile development methodologies
• Draft Acquisition Approval Request (AAR) cover memos and complete AAR shells in AgMAX 2.0
• Perform detailed analysis of spend plans to identify AAR requirements; maintain AAR SharePoint libraries and submit daily AAR status reports for leadership
• Develop investment charters, operational analyses, alternatives analyses, risk management plans, and technical studies in support of the client's CPIC process
• Develop corrective action plans to address the OCIO investment business case feedback; partner with clients to remediate identified items
• Communicate effectively with all levels of IT and business stakeholders to capture information and develop high-quality work products
• Support Financial Database updates, portfolio data calls, governance reviews, and gate review preparation
• Maintain portfolio documentation and support investment restructures, re-baselines, and lifecycle activities

Required Skills:
• Minimum 5 years of CPIC experience supporting federal programs
• Demonstrated ability to develop CPIC artifacts including business cases, investment charters, and operational analyses
• Experience with Earned Value Management (EVM) including performance measurement, forecasting, and variance analysis
• Experience supporting the Acquisition Approval Request (AAR) process, including drafting cover memos, reviewing spend plans, and submitting in a federal capital planning system
• Familiarity with OCIO investment health scoring, corrective action processes, and business case feedback cycles
• Proficiency with MS Office suite, SharePoint, and federal data management tools
• Excellent written and verbal communication skills, including business and technical writing
• Ability to communicate effectively with stakeholders across all levels - from subject matter experts to senior federal leadership
• Must be a U.S. citizen or Lawful Permanent Resident (green card holder)
• Ability to obtain a favorable federal suitability determination and HSPD-12 credentials

Desired/highly preferred:
• USDA experience strongly preferred, particularly within FPAC, FSA, NRCS, or RMA
• Familiarity with AgMAX 2.0, USDA OCIO CPIC reporting requirements, and TBM frameworks
• Experience with federal IT governance boards and IRB processes
• Knowledge of OMB A-11, FITARA, and federal IT acquisition regulations
• Experience in a multi-agency shared-cost IT environment

Security Clearance Requirement: Public Trust.

Schedule: Monday - Friday (Remote- U.S. Based) - must be available during KC core hours
