Full Job Description
SpecPro Professional Services, LLC (SPS) is seeking a dynamic and detail-oriented Program Manager to join our team, providing proactive support to the Pacific Coastal Science Branch (PCSB) of the United States (US) Environmental Protection Agency (EPA), Office of Applied Science and Environmental Solutions (OASES), Coastal Science Solutions Division (CSSD). This position shall provide technical support both on-site at PCSB facilities in Corvallis and Newport, Oregan, and potentially (for short periods) at off-site and remote field sites (within the US and including minimal international travel to attend international meetings and symposia to present scientific information and papers or to gather information considered useful in completing Task Orders under this contract). The Corvallis facility is located at ORD/CPHEA CORVALLIS, Pacific Ecological Systems Division, US Environmental Protection Agency, 200 S.W. 35th Street, Corvallis, OR, 97333.

Job Duties & Responsibilities

At a minimum, the individual will provide laboratory oversight on behalf of SPS and the EPA. This includes personnel management of over 20 contract staff and their day-to-day laboratory and research activities. The Program Manager will serve as the SPS representative onsite. The Program Manager will have managerial, financial, personnel, and laboratory responsibilities. Tasks under this contract includes, but is not limited to, analytical chemistry laboratory support; chemical, biochemical, and physical analysis support; technical support for biological and physical sciences research; field sampling of aquatic and terrestrial ecosystems; operation of experimental facilities; statistical analysis support; synthesis and integration; technical information transfer; quality assurance; health and safety/environmental compliance program; laboratory safety requirements; medical monitoring; hazardous waste management; and conformance with the Environmental Management System.

  • Managerial Qualifications
    • Ability to manage multi-million dollar contracts with multiple technical deliverables for laboratories.
    • Demonstrated ability to effectively manage, coordinate, and communicate progress and any problems on the financial (i.e., budget) aspects of the work.
  • Technical Qualifications
    • Ability to implement the technical tasks required for a large laboratory.
    • Demonstrated ability to effectively manage, coordinate, and communicate progress and any problems on the technical aspects of the work.

    • Be intimately familiar with conducting and analyzing data from controlled field and laboratory experiments.

  • Standard Education: Ph.D. Degree in biology, chemistry, or related field preferred
  • Typical Experience: 10 years managerial experience; experience indicating a familiarity with conducting and analyzing data from controlled field and laboratory experiments preferred
