The Team

We are seeking a Regulatory Compliance FAA FCC Specialist to join American Tower's Legal team. This team ensures compliance with Federal Aviation Administration (FAA) and Federal Communications Commission (FCC) regulations related to antenna structure filings, registrations, marking and lighting requirements, and wireless infrastructure development. Day to day, you will provide advanced technical support for regulatory reviews, escalated compliance matters, and quality assurance activities. As a Regulatory Compliance FAA FCC Specialist, you will partner cross-functionally to review complex project scenarios, identify regulatory risks, develop training and guidance materials, and support initiatives that enhance compliance, efficiency, and customer experience.

  • Evaluate standard and complex wireless facility projects to determine FAA and FCC filing requirements and compliance obligations.
  • Prepare, submit, track, and close FAA Obstruction Evaluation (OE) filings and FCC Antenna Structure registrations (ASR) from initiation through determination and registration issuance while monitoring filing timelines and proactively driving aging filings to completion.
  • Investigate complex filing scenarios, returned filings, and regulatory discrepancies and recommend appropriate corrective actions.
  • Validate all filing data against internal and external source documentation, including coordinates, elevations, tower heights, appurtenances, lighting specifications, and ownership information.
  • Review and maintain regulatory data integrity across internal systems and agency records, including identifying systemic discrepancies and recommending process improvements. Ensure triaging practices align to correct regulatory treatment from review request to close-out.
  • Provide guidance and technical support to FAA FCC Coordinators on advanced FAA/FCC filing matters and quality-related issues.
  • Support acquisition and due diligence reviews by identifying FAA/FCC compliance risks, required corrective actions, and filing dependencies for acquired sites or portfolios.
  • Evaluate FAA Determinations of No Hazard (DNHs), aeronautical studies, and other regulatory guidance to determine and implement appropriate tower marking and lighting requirements.
  • Monitor NOTAM (Notice to Airmen)-related compliance issues and coordinate corrective actions with Senior Specialist as necessary.
  • Triage and respond to routine information requests from internal/external contacts including agency contacts.
  • Provide training to other Regulatory team members and ATC departments as needed for regulatory compliance and procedures.
  • Analyze regulatory trends, recurring filing issues, and quality findings to develop corrective guidance, training, or workflow improvements.
  • Other duties as assigned.


Qualifications

What You Need to Succeed
  • Bachelor's degree in government, regulatory compliance, planning or similar field required.
  • A minimum of 3 years of experience direct experience preparing and submitting FAA OE/AAA filings and FCC ASR registrations.
  • Demonstrated experience interpreting FAA Determinations of No Hazard, FCC ASR requirements, and practical experiencing applying, filing and tracking filing contingencies.
  • Strong knowledge of Airspace & TERPS software program experience preferred.
  • Strong analytical and problem-solving skills, with the ability to interpret regulatory requirements and apply them to complex wireless facility projects and a demonstrated ability to maintain a high level of filing accuracy in a production environment.
  • Proven ability to manage priorities in a high-volume environment while also consistently meeting regulatory deadlines.
  • Strong written and oral communication skills, including the ability to present ideas and suggestions clearly and effectively.
  • Ability to work with different functional groups and levels of employees to effectively and professionally achieve results.
  • Strong organizational skills; ability to accomplish multiple tasks within the agreed upon timeframes through effective prioritization of duties and functions in a fast-paced environment.
  • Approximately 10% travel may be required in support of the position's responsibilities.
