Scope of Specialized Technical Consultant

Start date July 1, 2025.

FY2026 Budget Review

The scope of technical services includes verifying, to the best of the consultant's abilities, that the FY26 budget was constructed and developed with fidelity and was a balanced budget when the School Committee voted its approval. Any errors, omissions, or information that does not match the published budget document will be provided to the Superintendent and the Assistant Superintendent for Finance and Operations to research and make their own determination as to the current impact on the school department program. Estimated time: 3-5 weeks between July 1 and September 1, 2025

FY2025 End of Year Report

The scope of technical services involves providing training and support for staff with the intricacies of completing the DESE End of Year Report (EOYR). The FY2026 Budget Review Work will inform the technical services needed to complete the EOYR between August 15 and October 5, 2025.

Organizational Structure Assessment

The scope of technical services involves conducting a study to ensure that the financial operations overhaul from 2007 to 2015 is still intact. The study may include an examination of procedural modifications that hinder effective information sharing and impact the budget negatively. The estimated time for completion is 3-5 weeks, scheduled between October 15 and December 31, 2025 or beyond.

Knowledge and Skills:
  • Comprehensive knowledge of the Massachusetts Department of Elementary and Secondary Education (DESE) requirements and public school finance, including knowledge of relevant Federal, State, and local laws, codes, and regulations.
  • Comprehensive understanding of the principles and practices of financial accounting and reporting.
  • Demonstrated effective administrative and management skills, including supervision of multiple office staff.
  • Advanced knowledge and skills using technology, including MS Excel (e.g., pivot tables, advanced formulas, dataset manipulation), Google Suite applications, etc. Experience working with an automated human resources/financial accounting software (MUNIS preferred).
