Job Description

The Department of Citywide Administrative Services' (DCAS). Human Capital (HC) Line of Service supports city agencies in recruiting and identifying the most qualified candidates for employment, administering civil service exams, and providing eligible pools of candidates to meet hiring needs. These efforts are carried out in accordance with the State Constitution, Civil Service Law, and equal employment opportunity laws. In addition, HC develops and interprets citywide policies and programs, conducts professional development and training, ensures employee safety and health , and advances citywide workforce strategies. This includes equipping agencies with essential tools for strategic workforce planning through data analytics and reporting. HC also manages the City's Employee Self-Service system and Customer Service Call Center.

The Office of the Deputy Commissioner (DC), also known as the HC Executive Office, oversees the management of the five (5) bureaus reporting to the DC. The HC Executive team leads the reoccurring citywide Agency Personnel Officer (APO) meetings, and high-level initiatives spearheaded by HC. The Office of the DC also leads efforts to optimize operational efficiency and project management for Human Capital priorities through the Quality Assurance Project Management (QAPM) unit.

HC is one of the largest lines of service within the agency with nearly 300 staff. Human Capital is also one of the most dynamic teams in the agency, working in collaboration with all city agencies to help support them in carrying their respective missions.

Human Capital is seeking a candidate who can work in a fast-paced environment at senior levels to negotiate legislation with the City Council, engage with City agency partners on Citywide projects and events, assist the rollout of a new employee benefit impacting all 360,000 city employees, and more.

Human Capital seeks to appoint a Special Examiner to work for the Office of the Deputy Commissioner. The Special Examiner will perform work related, but not limited, to the following:
-Assist in managing preparation for City Council hearings by helping to draft Deputy Commissioner testimony, assembling resources and information for Question & Answer sessions both internally and with City Hall, and coordinate internal and external prep meetings. Other responsibilities would include researching legislation, reviewing agency operating procedures, and potentially assisting in the negotiation of legislation in partnership with DCAS Public Affairs, City Hall Legislative Affairs, and working with other agency senior leadership.
-Assist in the continued rollout of the City's newest employee benefit for Public Service Loan Forgiveness (PSLF). With rapid changes happening at the federal level, NYC wants to ensure that all eligible employees are locked into the PSLF program. The candidate will assist Human Capital's work in coordinating and supporting rollout of the City's new employee benefit program to help ensure full eligible-City Employees adoption and help achieve the City's goal of saving over $360,000,000 for City employees. This would entail working closely with the Department of Consumer and Worker Protection (DCWP), City Hall, and agency partners to help ensure full employee participation in the program. Responsibilities would include setting up interagency meetings, agenda setting, assist with tracking engagement and agency response rates, and helping to ensure any agency issues are resolved by the vendor.
- The Special Examiner will work directly with DCWP to expand employee account creation and platform utilization through targeted engagement with agency partners at large user agencies and DCAS to ensure program success and city employee borrower support.
-Help to coordinate projects and activities across the six bureaus within Human Capital - Administrative Services, Examinations, Workforce Operations, Strategic Planning and Services, NYCAPS Central, and the Human Capital Executive Suite.
-Conduct research projects for both the Human Capital Executive Suite, bureaus within Human Capital, and the Commissioner's Office. Working closely with the Chief of Staff to create tracking mechanisms for intra-DCAS engagement and projects, track and monitor interagency engagement, participation in public events, interactions with the public or elected officials, and speaking engagements by the DC or Commissioner.
-Draft strategies for Human Capital bureaus on how to accomplish targeted goals.
-Coordinate Human Capital events tracking and manage Calendar Coordinators identified in each Human Capital bureau.
-Monitor the City Council and State legislative agenda; monitor press and media outlets for articles relevant to DCAS Human Capital; assist with responding to press inquiries and compiling responsive materials.
-Attend DCAS senior management meetings, City Council Hearings, coordinate prep calls or other emergent meetings, conduct research, and assist in the review of Citywide reports, proposals for the Deputy Mayor of Administration, and draft memos and reports for internal distribution within DCAS.
-Conduct reviews of the Charter and Administrative Code requirements in collaboration with in-house HC counsel to align city mandates with DCAS workflows and operations.
-Assist Human Capital senior leadership and agency executive leadership in proactive engagement of elected officials to advance DCAS legislative goals at the local level. This includes preparing briefing materials for meetings, coordinating scheduling, and assisting socialization of proposed legislative changes.
-Lead communication and press engagement efforts for Human Capital in coordination with the Chief of Staff and the DCAS Communications team. This includes drafting pitches highlighting Human Capital's impact and value, utilizing data to highlight the agency's support of agency recruitment and retention goals.
-Lead Intra Human Capital engagement and operational enhancements through information infrastructure support. This includes utilization of new software licenses to advance a Human Capital oriented SharePoint with embedded Power BI tools.
-Lead Human Capital branding efforts through advancement of ShareCapital, a Human Capital oriented share point designed to increase staff awareness and participation in ongoing priorities for the Division. This also includes leading coordination efforts with DCAS Communications to update the DCAS website and pages associated with Human Capital services, reports, and data.
-Assist or manage any special projects that may be assigned.
