OverviewTISTA is seeking a Solution Technical Lead to support the Department of Veterans Affairs (VA) Supply Chain Management DevSecOps program. This role will partner with VA stakeholders and Agile delivery teams to translate business needs into clear, actionable requirements supporting supply chain and logistics solutions.
The Solution Technical Lead is the hands-on technical delivery authority for TISTA's prime contract performance on the Department of Veterans Affairs Supply Chain Management DevSecOps (SCMDSO) task order supporting VA's supply chain and logistics Product Line. This is a designated Key Personnel position that VA requires be maintained for the life of the contract, and any substitution must be coordinated with the Contracting Officer, VA Program Manager, and CORs with equal or greater qualifications. Where the Enterprise/Solution System Architect defines the target architecture, the Solution Technical Lead makes it real in code, configuration, and pipelines. This position owns technical design standards, code quality, DevSecOps delivery path execution, and day-to-day technical direction of every Scrum Team technical lead across legacy VistA, COTS/GOTS, custom, SaaS, and low-code products.
Responsibilities
- Serve as the primary technical authority for all Scrum Teams, providing daily direction, resolving integration blockers, and representing the team's technical credibility to VA stakeholders.
- Partner with cross-functional leadership (architecture, data, security, and testing) to translate architectural designs and security mandates into actionable, executable engineering standards.
- Enforce rigorous engineering and secure coding standards across all delivery paths, while leading technical design, environment setups, and technical debt remediation.
- Direct legacy-to-modern coexistence engineering, including contract-first APIs, HL7/FHIR messaging, and secure, non-blocking data exposure from legacy VistA systems.
- Own and continuously optimize reusable CI/CD pipelines by embedding Guardrails-as-Code (SAST, DAST, scanning) and automated testing to ensure secure, compliant, and predictable releases.
- Ensure strict production readiness by driving automated testing, resolving critical defects, instrumenting applications for observability, and tracking pipeline DORA metrics.
- Support business growth and capture efforts by surfacing modernization opportunities, contributing to proposals and technical challenges, and cultivating relationships with VA engineering leaders.
- Mentor technical staff, lead technical interviews, and build a robust engineering talent bench across diverse disciplines (e.g., .NET, Java, Python, OpenShift) for rapid team activation.
- Advance corporate thought leadership by improving reusable delivery patterns, validating AI-assisted SDLC accelerators, leading the SCM domain engineering community of practice, and supporting quality audits.
Qualifications
- 12+ years in software engineering with 5+ years as a technical lead or manager directing multiple concurrent Agile teams on federal IT programs.
- 5+ years designing and operating CI/CD pipelines, DevSecOps toolchains, and automated testing frameworks to ensure secure, rapid artifact promotion and deployment.
- Proven ability to deliver solutions across diverse technology stacks, including legacy applications, custom development, SaaS (e.g., ServiceNow, Nuvolo), and containerized cloud platforms (AWS, Azure, OpenShift).
- Strong expertise in integration engineering, utilizing contract-first API design, REST/JSON services, HL7/FHIR messaging, and InterSystems IRIS interoperability.
- Hands-on experience operating within SAFe environments, including participating in PI Planning, identifying technical enablers, and managing cross-team dependencies.
- Deep understanding of VA OIT engineering processes, ensuring compliance with the Technical Reference Model (TRM), ATO/A&A security gates, Section 508, and strict vulnerability remediation timelines.
- Demonstrated success in legacy-to-modern coexistence engineering, such safely exposing VistA/FileMan data structures alongside modern data platforms like Databricks and Delta Lake.
- Skilled at leading Tier 3 root cause analysis for production incidents and utilizing emerging AI-assisted SDLC tooling with human-in-the-loop governance.
- Highly preferred background includes prior Key Personnel roles on VA/DoD health IT contracts, strong core leadership competencies, and direct experience with VA supply chain systems (e.g., IFCAP, Maximo, DMLSS).
Certifications:
- SAFe Architect (ARCH) or SAFe Agilist (SA) and Red Hat Certified Specialist in OpenShift Administration or Red Hat Certified Architect in OpenShift.
Education:
- Bachelor's degree in Computer Science, Software Engineering, Information Systems, or related field.
- Master's degree preferred.
Clearance:
- Tier 2 / Moderate Risk Background Investigation; ability to obtain a VA PIV credential.
Location:
- Rockville, MD / Remote (CONUS).
- Travel: Up to 10%.
Pay Range:
- The suggested pay for this position ranges from $173,00 to $187,000.
- The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, and location.
