Position Description: CGI Federal has an exciting opportunity for a technology professional who can serve in a dual Solution Architect/Technical Program Management role. His role blends hands-on technical architecture development with end-to-end program leadership. You will guide multidisciplinary teams, collaborate with technical and domain expert stakeholders, and ensure high-quality delivery of secure, scalable, cloud-native solutions.
The ideal candidate brings deep expertise in enterprise architecture, modern software engineering, data platforms, and DevSecOps-along with strong program management skills to manage schedules, risks, budgets, and interdependencies across multiple workstreams. This role includes managing both direct reports and matrixed resources from centralized shared services to deliver key components of the agency's modernization roadmap.

Your future duties and responsibilities: A. Architecture & Technical Leadership
. Design and socialize architectures, technical roadmaps, and blueprints that translate mission needs into scalable, resilient cloud solutions; define technology stacks and migration paths.
. Provide hands-on oversight and guidance across cloud services, system integration, software development, and data ecosystem engineering.
. Lead technical teams (direct reports and matrixed resources) to ensure consistent engineering practices, quality, and on-time delivery; provide hands-on guidance across development, integration, and operations.
. Ensure technical solutions meet requirements for scalability, resilience, security, interoperability, and long-term sustainability.
. Support opportunity shaping and solutioning as modernization initiative requirements evolve, including technical estimates, proposal inputs, and proof of concept development.
B. Delivery Management
. Own end-to-end delivery across multiple workstreams: plan and track CDRLs, schedules, budgets, risks, and dependencies; enforce governance and quality gates.
. Lead cross-functional technical teams, providing direction on engineering best practices, cloud patterns, microservices architecture, and API design.
. Oversee cloud data ecosystem architecture and integrations; validate designs for scalability, security, and compliance.
. Oversee development and automation of data pipelines, data modeling standards, metadata frameworks, and analytics enablement activities.
. Direct DevSecOps pipeline development and cloud-native CI/CD practices across development, test, staging, and production environments.
. Manage secure API and data interface design, documentation, and integration activities across a complex ecosystem of systems.
C. Systems, Data, and Security Engineering
. Lead system architecture, design documentation, and infrastructure-as-code (IaC) patterns across cloud environments.

Required qualifications to be successful in this role: . Bachelor's degree and/or 10+ years of relevant technical experience.
. 5+ years in a technical leadership role on programs involving cloud engineering or largescale data ecosystems.
. Deep experience designing and overseeing enterprise architectures, microservices, APIs, and cloud platforms (GCP, AWS, or Azure).
. Experience with CI/CD design and automation, cloud-native development, and DevSecOps practices.
. Strong understanding of ETL/ELT data architectures and data governance.
. Knowledge of IAM/RBAC/ABAC, cloud security frameworks, NIST controls, FedRAMP High-aligned architectures, and Zero Trust principles.
. Excellent communication, stakeholder engagement, and leadership skills.
Desired qualifications/non-essential skills required:
. Certifications such as PMP, PgMP, ITIL, and/or Scrum Master/SAFe.
. Cloud architect certifications (GCP, AWS, Azure).

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $113,400.00 - $245,500.00.
