Job Summary:

The Solid Waste Manager provides strategic, operational, and financial leadership for the City of Loveland's comprehensive, enterprise-funded solid waste system. This position plans, directs, and continuously improves curbside trash, recycling, and seasonal yard-waste collection; multifamily and special collection services; dumpster and roll-off programs; and operations at the Loveland Recycling Center and Household Cleanup Program. The manager develops employees, promotes a strong safety culture, budgets, rates, contracts, facilities, equipment, regulatory compliance, and capital planning. Working collaboratively across the City and with customers, contractors, regulators, and regional partners, the manager uses data, education, technology, and industry best practices to provide reliable and financially sustainable services, increase waste diversion, and build upon Loveland's position as a statewide leader in residential recycling.

The salary range for this position is $100,339.00- $145,492.00 per year with a hiring range of $100,339.00 - $122,916.00, depending on qualifications and experience.

Essential Functions:

  • Oversee and participate in the development and implementation of the Division budgets:
    • Forecast funds needed for staffing, equipment, materials, technology, reserves and supplies.
    • Assess the division's needs for capital improvements and equipment acquisitions.
    • Analyze fee rates and structure as appropriate.
    • Approve expenditures and implement budgetary adjustments as needed.
    • Ensure allocated funds are used efficiently.
    • Track employee work hours and daily quantities of material and equipment costs.
  • Plan and implement programs and projects related to the collection of refuse, recyclables, green wastes, and certain household hazardous wastes.
  • Oversee contracts for the division including negotiating and recommending contract terms and costs, evaluating performance, and ensuring compliance with contract agreements from third party vendors.
  • Participate in the development of specifications for collection vehicles and equipment and works in conjunction with Fleet Management on the integration and manufacture specifications.
  • Develop and implement effective educational and promotional programs related to waste reduction and recycling.
  • Represent the division at various governmental and professional meetings and events.
  • Utilize a digital work management system to assign and monitor driver tasks, and to document charges on utility bills.
  • Prepare statistical, financial, and summary reports related to each waste stream.
  • Prepare and monitor a series of monthly cost/revenue performance metrics to ensure our various programs and services are effective and efficient.
  • Personnel management, including interviewing, hiring, training, planning assignments, directing work, performance evaluations and discipline issues.
  • Responsible for the Recycling Center.
  • Ensure that all equipment and facilities are operating effectively and safely.
  • Manage section safety and environmental compliance programs. Ensure compliance to standards and coordinate inspections.
  • Research and respond to public complaints or request for information regarding solid waste program.
  • Occasionally present information to various community groups and City Council.
  • Responsible for municipal code enforcement relating to Solid Waste Collection and Recycling and Accumulations of Waste Material
  • Lead long-term strategic planning for the division, including evaluation of service delivery models, sustainability initiatives, and infrastructure investment priorities.


Other Job Functions:

  • Participate in the Department's safety program. Ensures a safe work environment and actively pursues means and methods to reduce risk, including performance of accident investigation, maintenance of safety logs/training and prevention of future incidents.
  • Performs other duties as assigned.

Division Manager:

  • Oversees a division within a department and responsible for recommending, monitoring and
    managing the division budget and goals to align with senior leadership objectives.
  • Provides leadership of division and typically at least 2nd level supervision to professional,

Qualifications:

Education:

Experience:

Required:

  • 5 years' experience with progressive responsibility in the solid waste management field. Substantial experience with curbside/drop-off recycling programs and green waste recycling programs is required.
  • 5 years' supervisory experience required.


Preferred:

  • Municipal budget development and long-term financial planning. Enterprise fund or internal service fund management.
  • Experience with route optimization software or fleet management technology systems.
  • Experience with state or federal environmental compliance programs.


Certifications:

  • Must possess a valid driver's license.
  • Professional certification from the Solid Waste Association of North America (SWANA) preferred


Knowledge, Skills, and Abilities:

  • Experience in developing policies and regulations for solid waste management and recycling systems.
  • Proven communication, conflict resolution, facilitation, and decision-making skills.
  • Knowledge of principles of supervision, training, and performance evaluation.
  • Analyze data to inform operational decisions and report findings.
  • Knowledge of research methods and statistical analysis.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, and coordination of people and resources.
  • Knowledge of various types of equipment and maintenance for a functional fleet for waste collections and disposal collection and operations.
  • Solid waste collection practices, route design, waste minimization and diversion techniques
  • Define issues, analyze problems, evaluate alternatives, and develop sound recommendations.
  • Prepare clear, concise, and comprehensive reports and materials.
  • Establish and maintain effective working relationships with other employees, vendors, contractors, and the general public.
  • Understand, interpret, apply, and explain relevant policies, procedures, laws, and regulations.
  • Communicate effectively and present information clearly, logically, and persuasively.
  • Must be able to present public presentations effectively.
  • Knowledge of enterprise fund accounting, public sector budget processes, and long-term financial planning.
  • Knowledge of applicable federal and state environmental regulations, including EPA stormwater permits, Extended Producer Responsibility mandates, and CDPHE requirements.
  • Knowledge of municipal code enforcement processes related to solid waste accumulation and recycling compliance.


Physical Demands and Working Conditions:

  • Frequent minimal physical effort typically found in clerical work. Primarily sedentary, may occasionally lift and carry light objects. Walking and/or standing as needed and minimal.
  • Occasional light to moderate physical effort that includes frequent standing or walking or maintaining arms and hands in the same position for repetitive tasks. Frequently works with light objects and light hand tools.
  • Occasional moderate to considerable physical effort that includes working from ladders in awkward positions. Frequent use of light or medium weight objects (e.g., 25-50 lbs) and use of medium weight tools.


Working Environment

  • Frequent exposure to routine office noise and equipment.
  • Occasional exposure to hazards typically found in general office environments where there is rarely to no exposure to injury or accident.
