Full Job Description
Location: Onsite - Fort Belvoir, VA

Role Overview As a Software & Program Management Specialist at Metric5, you will provide program, operational, and software acquisition support to a major U.S. Army command. You will enable the delivery of full-spectrum IT commodities and services, ensuring Soldiers and Commanders can access and act upon information across a Joint Information Environment. You will work directly with stakeholders to elicit requirements, manage software lifecycles, and ensure contracts are awarded on time and within budget to defend critical cybersecurity infrastructure. You will directly support the Assistant Product Manager (APM) with daily operations support, project management, and priority initiatives.

Skills & Requirements
  • Agile Program Management: Facilitate Agile ceremonies and Program Increment (PI) planning. Manage Jira and Confluence applications to track daily operations tempo, tasks, product roadmaps, cross-team dependencies, and performance metrics. Deliver reports to leadership demonstrating team productivity, velocity, and other performance metrics. Mentor the team on Agile principles, implementation, and strategies. Manage vendor needs including dependency and blocker resolution, planning, contract actions, etc.
  • Operational Strategy & Executive Support: Develop GO/executive-level briefings, manage recurring administrative taskers, and draft mission impact documentation for senior leadership. Streamline, facilitate, and document organizational processes like vendor onboarding, security artifact submission, and cross-functional communication.
  • Strategic Acquisition & Analysis: Lead technical requirement consolidation and market research for contract development. Utilize modern tools (including DoW LLMs) to deconflict complex acquisition documentation and evaluate vendor eligibility.
  • Technical Proficiency: Provide a deep understanding of the Software Development Lifecycle (SDLC), DevSecOps pipelines, and the emerging AI/ML environment for cybersecurity operations.
  • Regulatory Knowledge: Bring a working knowledge of DoD Directive 5000.01 Acquisition regulations and experience navigating both procedural and technical aspects of government IT projects.
  • Stakeholder Engagement: Bring the ability to translate complex technical concepts and architectures into actionable insights for both engineers and Government PMs.
  • Tool Expertise: Provide advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and agile project management platforms Jira and Confluence. Understanding of AWS and other industry standard hosting services are also a plus.

Desired Qualifications
  • Proactive Leadership: Proven ability to manage and meet objectives in a transparent manner, identifying and resolving project blockers independently. Must be forward-thinking while also monitoring emerging priorities.
  • Communication: Excellent written and oral communication skills, with experience drafting acquisition documentation, technical requirements, and mission-critical statements and briefings.
  • Experience: 8+ years of experience in DoD software management, either as a support contractor or Government civilian.
  • Education: Bachelor's degree required.
  • Clearance: Active U.S. DoD Top Secret Level Clearance (or higher).
  • Salary: $115,000 - $130,000
