Position Overview

The .NET Software Engineer/Developer will design, develop, and maintain web applications on the .NET platform. The role supports the program's current .NET Framework and IIS environment integrated with Oracle databases, while contributing to active modernization efforts that are evolving the application toward modern .NET (8+), cloud-native patterns, and containerized services. The successful candidate will integrate software solutions with Oracle databases, support production environments, and drive data quality. The engineer will work collaboratively in an agile scrum environment, contributing to deployment automation, documentation, and supporting testing activities.
Key Responsibilities
Software Development
  • Design, develop, test, and deploy web applications on the .NET platform (.NET Framework today, migrating toward modern .NET 8+).
  • Implement best practices for IIS-hosted applications, ensuring a scalable and secure web application infrastructure.
  • Write clean, maintainable, and efficient code, adhering to NIST security requirements.
Database Integration and Management
  • Integrate .NET applications with Oracle databases.
  • Develop and maintain database objects including packages, stored procedures, functions, and triggers.
  • Utilize database tools such as SQL Developer, SQL Plus, Toad, and SQL Server Management Studio for development and troubleshooting.
  • Drive data quality initiatives and provide production support for database-related issues.
Modernization & Cloud-Native
  • Contribute to the ongoing modernization of existing .NET Framework applications toward modern .NET (8+), ASP.NET Core, and Web API.
  • Help evolve the architecture toward cloud-native, containerized services (Docker/Kubernetes) and Linux-based hosting.
  • Apply modern patterns - RESTful services, microservices, and API-first design - as the platform matures.
  • Partner with the team to incrementally refactor and migrate legacy components while maintaining production stability.
Deployment and Automation
  • Participate in automated deployment processes and demonstrate a willingness to learn and use Ansible for deployments.
  • Collaborate with team members to create and maintain deployment automation scripts and documentation.
DevOps and CI/CD
  • Use CI/CD tools such as GitLab, Jenkins, and Nexus to manage code repositories, build pipelines, and artifact storage.
  • Contribute to continuous integration and delivery processes to ensure rapid and reliable software releases.
Security and Integration
  • Integrate web applications with multi-factor authentication (MFA) products such as OKTA and CyberArk.
  • Ensure compliance with security standards and best practices throughout the software development lifecycle.
Agile Collaboration and Testing Support
  • Work in an agile scrum environment, actively participating in sprint planning, daily stand-ups, and retrospectives.
  • Collaborate with cross-functional teams, including testers, to swarm stories and resolve issues quickly.
  • Assist in the creation and maintenance of technical documentation.
  • Provide ongoing support to the testing teams, including troubleshooting, clarifying requirements, and resolving defects to ensure high-quality software delivery.
Service Management
  • Utilize Jira Service Management for issue tracking, service requests, and project management.
Required Qualifications
  • Demonstrated experience designing, developing, and deploying web applications using the .NET framework.
  • Hands-on experience integrating applications with Oracle databases and developing PL/SQL objects.
  • Experience with IIS, secure coding practices, and NIST security requirements.
  • Familiarity with CI/CD tooling (GitLab, Jenkins, Nexus) and agile scrum delivery.
  • Active U.S. Government Secret clearance or above.
  • Must reside in the Washington, DC metropolitan (DMV) area and be able to work on-site in Crystal City or Rosslyn, VA as required.
Preferred Qualifications
  • Experience with Ansible-based deployment automation.
  • Experience integrating MFA solutions such as OKTA and CyberArk.
  • Experience supporting secure or U.S. Government environments.
Compensation

Salary Range: $135,000 - $152,000 per year
