The Software Development & Evaluation Manager will lead software maintenance, enhancement, testing, evaluation, release coordination, and documentation activities supporting PIMS and related WIC Overseas program applications. This role supports reliable program operations by ensuring software updates, interfaces, reporting capabilities, reconciliation functions, user-facing improvements, and required technical documentation are planned, tested, documented, and coordinated with program and Government stakeholders. This is an anticipated Key Personnel position. The selected candidate may be proposed as part of Chenega EH&F's bid and may be asked to provide a resume and signed letter of intent for proposal submission.
Responsibilities
- Lead planning, requirements analysis, development coordination, testing, evaluation, documentation, and deployment support for PIMS updates and related software enhancements.
- Coordinate software changes with the Program Manager, Director IM/IT, DHA stakeholders, users, and other functional leads before deployment.
- Manage release schedules, version control, configuration management, source code documentation, test documentation, release notes, and implementation records.
- Support development or enhancement of utilities, interfaces, report generators, appointment support tools, draft reconciliation capabilities, and other tools needed for effective WIC Overseas operations.
- Establish and manage software testing and evaluation processes to confirm updates are documented, validated, and ready for deployment to WIC Overseas offices.
- Continuously evaluate PIMS operations, user feedback, operator interface issues, report preparation, equipment interface issues, and other system performance concerns.
- Develop recommendations to improve site operations, participant interaction, reporting, financial accountability, usability, system reliability, and overall program efficiency.
- Coordinate with technical and operational teams to resolve software defects, document corrective actions, and prevent recurrence of identified issues.
- Support ATO/RMF, cybersecurity, privacy, configuration control, and compliance documentation related to PIMS software releases and enhancements.
- Ensure software activities align with applicable DoD/DHA information assurance, cybersecurity, CUI, PII, PHI, HIPAA, records-management, and change-control requirements.
- Maintain or support transfer of system/tool documentation, including user manuals, system administration manuals, training materials, disaster recovery materials, configuration control documents, and source-code-related documentation, as applicable.
- Contribute software management content to monthly progress reports, observations and recommendations, risk/issue logs, corrective actions, and Government performance reviews.
- Coordinate with IM/IT and operations teams to ensure software releases do not disrupt service delivery to geographically dispersed OCONUS users.

Qualifications
- Bachelor's degree in computer science, software engineering, information systems, cybersecurity, data systems, engineering, or a related field
- Experience may be considered in lieu of education
- Minimum seven (7) years' experience in software development, software testing, systems analysis, application sustainment, release management, or software evaluation.
Preferred Qualifications
- Master's degree in computer science, software engineering, information systems, cybersecurity, data systems, engineering, or a related field
- Security+, CSSLP, CISSP, CISM, ITIL, PMP, Agile/Scrum, or other relevant software, cybersecurity, or project management certification
- Experience supporting DHA, TRICARE, Military Health System, DoD healthcare, WIC, public health, or family support programs
- Experience with PIMS or comparable participant/case management, eligibility, benefit issuance, reporting, financial reconciliation, appointment management, or health program information systems
- Experience with RMF/ATO support, DISA STIGs, secure SDLC, vulnerability remediation, configuration audits, test plans, test scripts, user acceptance testing, and production release coordination
- Experience developing or sustaining reporting tools, data interfaces, reconciliation applications, workflow tools, or custom utilities for distributed operations
Knowledge, Skills and Abilities
- Knowledge of DoD or federal IT systems maintenance and enhancement practices, including cybersecurity, change control, release documentation, and audit support.
- Experience working with technical teams, end users, program managers, and Government stakeholders to translate operational needs into software requirements and tested solutions.
- Experience supporting federal, DoD, DHA, healthcare, benefits, eligibility, case management, financial reconciliation, or similarly regulated software systems.
- Experience managing software updates, testing, documentation, version control, configuration management, deployment coordination, and defect resolution.
- Ability to communicate technical status, risks, recommendations, and system changes clearly to both technical and non-technical audiences.
- Ability to obtain and maintain required background investigation, system access, and Common Access Card (CAC) eligibility
- Ability to comply with applicable DoD/DHA cybersecurity, privacy, records-management, CUI, PII, PHI, HIPAA, and contractor identification requirements.
