Position OverviewThis position is located in the Performance Management Section.
Examples of DutiesThe primary purpose of this position is to provide direct personnel and administrative management of the Staff Development training team in the Performance Management Division. This position will direct the design and delivery of specialized training programs to ensure all curricula fully align with federal and state Children's and Adult services laws, policies, and regulations. Duties include supervising Staff Development training staff, managing a multi-platform training system that encompasses in-person, virtual, and on-demand learning, while actively developing curricula and delivering training directly when necessary. This position must also communicate and collaborate regularly with local, state and country wide partners, and federal agencies as needed; To be effective, the candidate must have a considerable knowledge of applicable laws, regulations and policies, as well as a thorough knowledge of social work principles, techniques, and practices specific to Children's and Adult services. Regular work hours are from 8:00 AM to 5:00 PM, Monday through Friday; however, flexible hours may be necessary to meet the needs of the agency.
Minimum Qualifications MINIMUM EDUCATION & EXPERIENCE REQUIRED: Master's degree in social work from an appropriately accredited institution and two years of directly related experience; or a bachelor's degree in social work from an appropriately accredited institution and three years of directly related experience; or a master's degree in a human services field from an appropriately accredited institution and three years of directly related experience; or a bachelor's degree in a human services field from an appropriately accredited institution and four years of directly related experience; or a bachelor's degree from an appropriately accredited institution and five years of directly related experience; or an equivalent combination of education and experience.
Preferred Candidates will have a professional background in Social Work or Human Services with experience leading training teams in Children's and Adult Protective Service with knowledge of adult learning theory and experience training staff who manage complex caseloads. This is a specialized human services role; corporate HR experience or training backgrounds restricted to K-12, daycare, or early childhood education will not meet the preference. Knowledge, Skills and Abilities Knowledge, Skills and Abilities: Thorough knowledge of social work principles, techniques, and practices, and their application to complex casework, group work, and community problems. Requests considerable knowledge of a wide range of medical, behavioral, and/or psychosocial problems and their treatment theory. Considerable knowledge of family and group dynamics and a range of intervention techniques, governmental and private organizations, and resources in the community, laws, regulations, and policies which govern the program. General knowledge of the methods and principles of casework supervision and training. In certain settings, considerable knowledge of medical terminology, disease processes and their treatment as they relate to decisions regarding clinical interventions and appropriate therapies based on medical or psychological diagnosis. Skill in establishing rapport with a client and in applying techniques or assessing psychosocial, behavioral, and psychological aspects of client's problems. Ability to supervise, train, or instruct lower-level social workers, students, or interns in the program. Ability to establish and maintain effective working relationships with members of case load and their families, as well as civic, legal, medical, social, and religious organizations. Ability to express ideas clearly and concisely and to plan and execute work effectively.
SPECIAL SKILLS: Good verbal, listening and written communication skills are essential to the position. Ability to comprehend and to carry out the policies and procedures of a governmental agency. The employee in this position will be operating motor vehicles for Cumberland County and shall have a valid North Carolina Driver's License. Duties of this position require the use of the employees personal vehicle.
