ob Summary This position is located in the Department of Human Services (DHS), Economic Security Administration (ESA), Child Care Services Division (CCSD). ESA is responsible for administering public assistance programs in the District of Columbia, including Temporary Assistant for Needy Families (TANF), Supplemental Nutrition Assistance Program (SNAP) (formerly Food Stamps (FS)), Medical Assistance (MA) and General Assistance for Children (GAC).
The incumbent serves as the Program Manager and is responsible for directing the engagement of the initial certification and recertification for all public assistance programs including TANF, SNAP General Assistance, Medical Assistance, Interim Disability Assistance, Refugee Assistance and Subsidized Child Care etc.
Duties and Responsibilities Incumbent plans and monitors the flow of the work based on new regulations, changing economic conditions, demographic changes in area population and adherence to the current business processes to ensure timely processing. Coordinates the activities of the section with those of the collateral units to minimize worker-customer-community problems and ensures uniform delivery of services. Monitors the consistency of proper scanning of documents utilizing the current process.
Supervises several subordinate staff and executes the full range of supervisory functions for section staff through subordinate supervisors. Reviews and evaluates work of subordinates to ensure that goals are met including the provision of quality customer service and that the quality of work is maintained. Implements agency policies and procedures and ensures uniform interpretation. Recommends new procedures and methods of operations to the Social Service Program Manager for the expedient and efficient functioning of the various units within the service center.
Qualifications and Education Degree
: Behavioral or Social Science; or related disciplines appropriate to the position; or, combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field; or,four (4) years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Specialized experience is experience which is in or directly related to the line of work of the position and has equipped the applicant with particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience includes experience in supervision of staff, leadership, implementation and development of policy and procedures in a social services and/or human services environment. To be creditable, applicants must have one (1) year of specialized experience equivalent to at least the next lower grade level in the normal line of progression.

Emergency Designation: This position has been designated as Emergency. Employees occupying positions designated as Emergency are required to:
- Provide advice, recommendations, and/or specific functional support necessary for the continuity of operations during a declared emergency.
- Remain at their duty station, or alternate work location (approved by their supervisor), if activated, when a situation or condition occurs and results in early dismissal for nonessential/non-emergency employees.
- Report to their duty station, when activated, on time and as scheduled when a situation or condition occurs during non-work hours, and results in the late arrival or closing of District government offices for non-essential/non-emergency employees.
- Telework during a declared emergency, instead of remaining or reporting to his or her duty station, if directed by the agency head (or designee), supervisor or manager.
- Carry or wear their official District government ID card during the period of the declared emergency, if not teleworking.
Residency Preference: When claiming residency preference, you are required and must agree in writing to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona fide Districts residency for the seven-year (7 year) period will result in forfeiture of employment.
