Full Job Description
NOVACES is seeking a SME Management Analyst / Supply Systems Specialist for a U.S. Coast Guard Surface Forces Logistics Center Business Operations Division support opportunity in Baltimore, MD.

The SME Management Analyst will provide subject matter expertise in Coast Guard logistics data, supply management, supply systems, and the Sector Allowancing process. This role requires advanced user-level proficiency with the Naval and Electronics Supply Support System (NESSS) and a strong understanding of Coast Guard supply and logistics management policies, procedures, data elements, and operational readiness requirements.

The successful candidate will review and interpret inventory item management codes within NESSS, analyze configuration data and item usage, support the development and update of Sector allowance levels, identify terminal or obsolete material, validate Coast Guard material demand, and provide expert guidance to logistics and supply personnel.

Work may include assessing and recommending changes to Coast Guard Sector allowances, requesting and interpreting SAS allowance reports, collaborating with SFLC Asset Logistics Division and other Coast Guard stakeholders, resolving complex logistics and supply challenges, supporting continuous process improvement, and providing subject matter expertise for supply and finance system requirements related to data system modernization.

This is a proposal-contingent position supporting anticipated work on site in Baltimore, MD. Work may be performed through a mix of onsite and remote support from a CONUS location, subject to Government direction and approval.

Education: Bachelor's degree in logistics, supply chain management, business administration, management, information systems, operations, public administration, or a related field. Equivalent combination of education, professional certification, and directly relevant Coast Guard logistics/supply systems experience may be considered.

Experience:6+ years of experience in logistics management, supply systems, inventory management, allowance management, configuration data, material demand validation, supply policy, or related logistics/supply operations roles. Coast Guard, DHS, DoD, SFLC, NESSS, Sector Allowancing, SAS reports, asset logistics, or supply/finance systems experience strongly preferred.

Certifications: DAWIA/DoD acquisition, logistics, supply chain, Lean Six Sigma, Agile, systems modernization, or related professional certifications helpful. Must be able to obtain a Tier 1 security clearance.
