Responsibilities: 

  • Provide technical and management leadership for network engineering services, optimizing and standardizing LAN networks across the global enterprise
  • Direct coordination with remote CA sites and DT to establish and maintain WAN connectivity across 350+ global facilities, ensuring reliable communications infrastructure
  • Establish enterprise LAN/VLAN diagramming, documenting, configuring, and maintaining standards including rack elevations, wiring diagrams, and network topology documentation
  • Direct engineering of WAN link upgrades connecting CONUS and OCONUS Consular facilities, ensuring modernized connectivity standards and enhanced bandwidth capabilities
  • Establish enterprise TCP/IP and network protocol configuration, maintenance, and troubleshooting standards aligned with Department of State requirements and best practices
  • Direct WAN link utilization monitoring, coordinating with DT to plan and execute proactive bandwidth upgrades utilizing emerging technologies such as SD-WAN and AI-driven optimization
  • Establish strategy for network upgrades supporting seamless interoperability with 42+ external partner agencies including future cloud integration and hybrid network architectures
  • Excel in DevSecOps tooling (e.g., Ansible, Terraform, SonarQube) and design and construct advanced CI/CD pipelines with extensive experience automating continuous build, test, security validation, results collection, and success/failure analysis
  • Develop strategic network architecture roadmaps and modernization initiatives aligned with Department of State objectives, emerging technologies, and evolving mission requirements
  • Provide technical and management leadership on major assignments, establishing strategic goals and plans that meet project objectives while directing activities with overall responsibility for financial management, methodology selection, and staffing decisions

Qualifications: 

Required –

  • Bachelor's degree + 13 years of experience in related fields, such as network engineering, LAN/WAN architecture, infrastructure engineering, network design, or IT operations leadership; equivalencies considered.
  • Active Secret Clearance
  • Proven experience providing strategic leadership for enterprise LAN/WAN engineering across large-scale, geographically distributed federal environments
  • Demonstrated expertise in TCP/IP networking, routing protocols (BGP, OSPF, EIGRP), switching, VLAN design, and WAN technologies (MPLS, SD-WAN)
  • Strong proficiency with DevSecOps tools and advanced CI/CD pipeline architecture, particularly with Ansible, Terraform, and network automation frameworks
  • Excellent leadership abilities with proven experience directing technical teams, managing program budgets, and making strategic staffing and resource allocation decisions

Desired –

  • Prior experience supporting federal agencies, especially the Department of State
  • Professional certifications such as Cisco CCIE, CCNP Enterprise, CCNP Service Provider, or similar advanced networking certifications
  • Experience with cloud networking (AWS, Azure, Google Cloud), SD-WAN technologies, and hybrid network architectures
  • Knowledge of interagency connectivity requirements, cross-domain solutions, and experience integrating with 40+ external partner agencies in government environments
